UNION TERRITORY OF PUDUCHERRY

INTRODUCTION Pondicherry is a small Union Territory consisting of four regions namely Puducherry, Karaikal, Mahe and Yanam total population of the Union territory is 12.48 lakhs and out of it the Differently Abled population is 30189 (2.41%). The Department of Social Welfare, Differently Abled Division is implementing the welfare schemes for the Differently Abled Persons. Nearly 20952 Differently Abled Persons are getting all welfare benefits from the schemes implementing by this Department.

PREVENTION AND EARLY DETECTION OF DISABILITIES CAMP Every year Two Days Awareness Camps are being conducted in all regions of the Union Territory of Puducherry. Rs. 75,000/- is spent every year on such camps. Training is given to Anganwadi workers, Pregnant Women, Lactating mothers and Paramedical staff on pre-natal care and on early detection of disabilities. Measures for pre-natal and post-natal care of mother and child were taken by Health Department in co-ordination with Department of Women and Child Development. SPECIAL EMPLOYMENT EXCHANGE Special Employment Exchange for Differently abled Persons (Set up in July 2001) Registration of Physically Handicapped persons and sponsoring them against notified vacancies Spot registration has been done in rural areas with the coordination of Anganwadi staff (weekly once covering five or more centres) Awareness camp for job and skill oriented training programme are conducted periodically Career guidance is also provided by the special Employment Exchange Recently, a special employment registration camp has been conducted by the exchange in the rural areas to cover all the disabled persons of the U. T. of Puducherry..

Achievements towards employment for PWDs: 3 % reservation is given in Government employment. A Review meetings with all Heads of Departments was also convened under the Chairmanship of the Hon’ble Welfare Minister to review the implementation of 3 % reservation. As an impact to the complaint U/S 59 of PWD Act, made by Miss S. VISHALOU, a Visually Handicapped, was offered appointment as ‘LANGUAGE TEACHER’ in the Education Department under PH Quota. 10 years relaxation in upper age limit in Government employment. U.T. of Puducherry is adopting the same list of jobs identified by Government of India for all Group A, B, C and D posts. State Executive Committee has also passed a resolution to this effect. The O.M. dated 29.12.2005 and 26.4.2006 of DP&T, New Delhi, which speak about computation of reservation and maintenance of rosters have been communicated to all Heads of Departments of this U.T. for effective, procedural and strict implementation.

Review meeting under the Chairmanship of the Secretary (Welfare)-cum- Commissioner for Persons with Disabilities, Puducherry, was held with the other department heads of the U.T. and instructions regarding maintenance of rosters with regards to 3% reservation for the PWDs in Employment and adherence to the PwD Act, 1995 were issued strictly. Latest meeting was convened on 27-5-2014 under the chairmanship of Secretary Welfare to fill up the back log vacancies by conducting special drive.

ANNUAL TOUR PROGRAMME FOR THE DIFFERENTLY ABLED PERSONS FREE SUPPLY OF RICE EVERY DISABLED BENEFICIARIY IS PROVIDED WITH 15 KG OF RICE PER MONTH. ANNUAL TOUR PROGRAMME FOR THE DIFFERENTLY ABLED PERSONS 300 DIFFERENTLY ABLED PERSONS OF ALL CATEGORIES ARE TAKEN FOR TOUR PROGRAMME FOR A MINIMUM OF FOUR DAYS. THIS OPPORTUNITY IS PROVIDED TO EACH, ONCE IN TEN YEARS ABLING EVERY DIFFERENTLY ABLED PERSON TO HAVE A CHANCE.
