WHAT’S A COOPERATION PROJECT IN THE FIELD OF CIVIL PROTECTION? IT’S A PROJECT INVOLVING PARTNERS FROM DIFFERENT STATES TO ACHIEVE COMMON TARGETS POSSIBLY SETTLING AND SHARING A COMMON MANAGEMENT STRUCTURE

INTERREG III (B) ITALY, FRANCE, GERMANY, SWITZERLAND, SLOVENIA, LIECHTENSTEIN, AUSTRIA THE FIRST EXAMPLE OF EUROPEAN COOPERATION PROJECT IN THE FIELD OF CIVIL PROTECTION AT EUROPEAN LEVEL Interreg III is a Community initiative which aims to stimulate interregional cooperation in the EU between It is financed under the European Regional Development Fund (ERDF)

THE EUROPEAN COMMUNITY INTENTIONS LEADS TOWARDS THIS DIRECTIONS. IT’S MORE HELPFUL THAN SUBSTITUTION EACH STATE WILL MANAGE THE OPERATIONS FOLLOWING THEIR INTERNAL RULES WITH THE HELP OF FOREIGN SPECIAL GROUP WHILE THE EUROPEAN COMMUNITY KEEP A MANAGEMENT ROLE BETWEEN THE LOCAL AND EUROPEAN CIVIL PROTECTION EXPERTS

THE PRINCIPAL CONTENTS OF THE E.U. ACTS ARE:  THE TARGETS OF COOPERATION;  THE PROGRAMS TO IMPROVE THE EFFICIENCY;  A NEW SYSTEM TO MANAGE THE INTERVENTIONS;  THE ISSUE OF A VADEMECUM AS GUIDE FOR THE EUROPEAN CIVIL PROTECTION;

TARGETS SUPPORT TO THE LOCAL EFFORTS FOR THE PREVENTION OF DISASTER; CONTRIBUTION TO EDUCATIONAL TRAINING OF THE LOCAL DISASTER MANAGERS; CONTRIBUTION TO IMPROVE THE POPULATION KNOWLEDGE; CONTRIBUTION TO IMPROVE EFFICIENCY OF THE SUBSIDIARY AIDS FROM ABROAD; PROMOTION OF INTERNATIONAL COOPERATION WITH OTHER STATES.

INFORMATION TO POPULATION; PLANNING AND PERFORMING AIDS; DISCUSSION AND ASSESSMENT AFTER THE DISASTER; GENERAL ACTION PRECEDUERS PROGRAMS TO IMPROVE EFFICIENCY

THE SYSTEM TO MANAGE THE OPERATIONS THE SYSTEM IS BASED ON A GENERAL PLAN PROPOSED BY THE E.U. IT SHOWS DETAILED STRATEGIES TO FACE THE MOST IMPORTANT EMERGENCY NEEDINGS, A FASTER ACTION (HEARTQUAKE, TERRORISM ATTACK).

VADEMECUM IT IS A GUIDE CONTAINING: DESCRIPTIONS OF THE PERFORMED OPERATIONS DURING A DISASTERS; THE PLANS TO FACE FUTURE EMERGENCIES AT LOCAL, NATIONAL OR EUROPEAN LEVEL; THE PROGRESS IN TERMS OF EUROPEAN CIVIL PROTECTION COOPERATION

IN CASE OF CATASTROPHE EACH STATE WILL SEND A SPECILIZED TASK FORCE MANAGED BY A COORDINATOR. EACH TASK FORCE IS ABLE TO PERFORM SPECIAL OPERATIONS/ACTIVITIES (I.E. ITALIAN “SAF” OR “NBCR” GROUPS). DO COORDINATORS OF DIFFERENT STATES KNOW THE CAPABILITY OF THIS SPECIAL GROUPS? DO COORDINATORS OF OTHER STATES KNOW THE APPROPRIATE USE OF THIS SPECIAL GROUPS?

THE CULTURAL EXCHANGES BETWEEN STATES IS THE BASE FOR A COMMON SAFETY CULTURE. ONLY A COMMON SAFETY AND RESCUE CULTURE CAN OPTIMIZE THE ACTIONS IN CASE OF DISASTER.

EXAMPLE DURING AN EARTHQUAKE SOME PEOPLE ARE TRAPPED UNDER THE GROUND FLOOR OF A BUILDING. IT HAPPENS IN THE AREA ASSIGNED TO THE STATE “X”. ITALIAN “SAF” OPERATORS CAN PROVIDE MORE SAFE RESCUE OPERATION. THE COORDINATOR OF THE STATE “X” WILL ASK FOR ITALIAN “SAF” ACTION ONLY IF HE KNOWS THE CAPABILITY OF THIS SPECIAL GROUP.

THE CULTURAL EXCHANGE IS ALSO:  IMPROVE THE RESCUE OPERATION IN THE COMMON FIELD OF ACTION;  PERFORM A COMMON PLANNING OF THE ACTIONS DURING A DISASTERS USING THE SPECIAL GROUPS OF EACH STATE;  CREATE A COMMON DOCUMENT TO BE USED FOR THE EDUCATIONAL TRAINING OF THE LOCAL DISATER MANAGER AND TO USE A COMMON LANGUAGE.

In Italy, the Officials educational training is made by I.S.A. (Fire-Fighters High School) I.S.A. manages the educational process according to UNI EN ISO 9001:2000
