Legislative Update ACPAC February 24, 2014

Energy Efficiency & Productivity  Improving Access to Energy Efficiency Finance  Modernizing our Energy System  Investing in Innovation  Reduce costs, increase economic productivity, improve security & reliability COG 2014 Legislative Priorities

 Strengthen electricity fuel diversity with expanding use of renewable sources and energy efficiency  Strengthen transportation fuel diversity through expanding use of alternative transportation fuels  Strengthen energy assurance and security CEEPC Climate/Energy Goals

VIRGINIA HB 882 (Lopez), SB 498 (McEachin) Modifies terms of the Renewable Portfolio Standard to promote in-state projects and eliminate extra credits for individual technologies Both passed first chamber (2/10), in opposite chamber Committee on Commerce and Labor HB 1239 (hugo), SB 418 (Hanger) Adds solar equipment to the definition of “certified pollution control equipment and facilities” that are exempt from state and local taxation Both bills have passed both houses 2/21 HB 906 (Krupicka), HB 879 (Yost), SB 350 (Edwards) Authorizes local government net metering up to 5 MW and multi-family net metering for customers in condos, apartments, HOAs Tabled until 2015 HB , 345, 508, 516 (Taylor), SB 505 (Wagner) Authorizes localities to use the state alternative fuel vehicle conversion fund; adds new incentives for natural gas vehicles and infrastructure Passed both houses 2/20

SB 733 (Pinsky) Increases the RPS to 40% from Tier 1 resources by 2025, and increases solar carve out to 4% by Hearing 3/4 in Senate Finance Ctte HB 747 (Olszewski), SB 734 (Feldman) Moves black liquor to Tier 2 and phases it out over 5 years. Provides financial help for the one MD paper mill that is affected. Hearing 2/20 in House Economic Matters Hearing 3/4 in Senate Finance Ctte HB 729 (Carr) Allows Counties and Municipalities to purchase street light infrastructure from the utility at fair market value in order to enable localities to use LED and energy efficient lights. In House Ctte on Economic Matters HB 473 (Summers), SB 787 (Ramirez) Enables localities to nominate areas to be established by the state as Green Business Incentive Zones In House Ways & Means Hearing 3/11 in Senate Ctte on Budget and Taxation MARYLAND
