Using evidence in decision-making in the real world October 2014 Rachel Tuffin Director, Knowledge, Research and Education

Evidence-based policing ‘Using the best available evidence to inform decisions’ ASK TEST LEARN ADAPT Reflect – develop question Trial – compare and contrast Learn ‘what works?’ (or doesn’t…) Adapt policy/practice to reflect findings Scientific models – POP, systems thinking, National Decision-Making Model Testing, transparency and peer review

Best available: ‘what works’ ladder Systematic Reviews (Based on level 3-5 studies) 5 Randomised controlled trials 4 Before/after measures Multiple site comparisons 3 Before/after measures Two site comparisons 2 Before/after measures No comparison site 1 One-off measure No comparison site Study designs increasingly rule out potential alternative causes Statements about “what works” & “what doesn’t” Statements about “what’s promising” Study designs cannot rule out potential alternative causes Statements about possible impact Context & mechanisms for change Problem solving and hot spot policing reduce crime according to Campbell systematic reviews Evidence to date suggests leadership training has impact for specific groups Taken together with information about implementation, this result suggests the increase could be attributed to the programme, although the influence of other factors cannot be ruled out.

East Midlands Policing Academic Collaboration (EMPAC) Peter Ward, Head of Learning and Development

Already established All Police Services within the East Midlands region are committed to a Policing Degree as a pre-join option Well established links with local universities Some research commissioned locally

By 2017 ….

EMPAC will strive to Embed evidenced based policing across all levels of the service within the E Midlands region Working with academia provide a knowledge and insight base which is reliable and up to date Be a catalyst for further collaboration and innovation into the service

EMPAC will achieve this by Co-ordinating the translation of evidence into professional development and practice Draw on a full network of collaborating institutes with a track record of activities relevant to the Police Service in the East Midlands Undertake research of high quality Co-ordinate a series of wider activities
