Municipal Solid Waste Management at Amman City Presented by Eng. Hala Nobani From Under Secretary for Health and Environment Office

Greater Amman Municipality Our Vision Cleaner city and better environment which reflects the modern face of Amman

The Capital Amman Area: 1700 km2, 27 Districts Population: About 2 million and expected to reach 6.5 million in 2025 Different mixture of income groups

Responsibility by Law Greater Amman municipality is responsible by law for solid waste management within Amman boundaries According to the Article 41 of the Law N° (29) for 1955 ( Municipal Law)

Organization of Municipal Solid Waste Management System in GAM Mayor Undersecretary for districts and environment Undersecretary Assistant for Districts and environment Health and environment 27 Districts Inspection team Municipality Council Landfill Transfer stations Inspection Studies and research Cleanliness and environment Department

Pre-Collection/Sweeping & Cleaning GAM cleanliness workers are responsible for sweeping and cleaning the streets of Amman city About 4000 cleanliness workers are supervised by 200 supervisors Cleanliness workers and supervisors are controlled by the environment protection section in each district, where each section is under the leadership of at least one engineer Cleanliness workers work three shifts each day

Solid Waste Collection

Solid Waste Collection Waste is collected from 1100 litre containers by Rotaries and Compacters with various capacities and from 5000 litre containers by Hoists. Collection schedule is planned and arranged by the environment protection section in each district according to studies and assessment in order to find best path and collect all full containers Waste is collected from narrow alleys and areas by 2 ton capacity compactors Loaders and trucks are used to clean empty spaces The total number of drivers who work in waste management is around 234 drivers

Solid Waste Collection

Transfer Stations

Transfer Stations The main benefit of these transfere stations is to reduce the transportation cost Solid waste is compacted and transferred from the transfer stations to the landfill in a 12, 24, 36 m3 traillas New locations for other transfer stations will be suggested in the feasibility study that is currently being done by the Cabinet Merlin consultants

Ghabawi Landfill

GCL HDPE

Ghabawi Landfill Waste Quantities arriving at the landfill are about 2300kg/ day Solid Waste from Amman: about 1900kg/day Solid Waste directly from districts: about 400 kg/day Solid Waste directly from transfer stations: about 1503 kg/day Solid Waste from other municipalities and private sector: about 439 kg/day

Waste Composition 1 kg/capita/day

Recycling : Pilot Projects by NGOs Since 1995 GAM is supporting Jordan Environment Society (JES) in implementing the pilot recycling project, by sending specialized employees to help in the survey and the awareness campaign and also in deputizing workers and vehicles to help in collecting and separating the recyclables

Supporting private sector In 2005 The Mayor had signed an agreement with Al Tadweer Company. Under this agreement GAM allocated 35 dunoms near Al Ghabawi landfill to build a dirty MRF (Material Recovery Facility) with a capacity of 600 ton daily. In 2008 the MRF is expected to start working

Recycling Projects Ministry of Environment and GAM are now in the planning phase for a joint venture recycling project. The main objective for this project is to introduce to the Jordanian people the separation at source practice. The project will work on the following pivots: Awareness campaign which is going to be held by the Jordan Environment Society. (one of the most active NGOs in manipulating recycling projects since 1995) Preparing the infrastructure for the project. This will be funded by the government Managing the project after implementation is going to be GAM's responsibility but under the super vision of the MoEnv.

Executive Privatization Commission GAM has requested a feasibility study of potential for PPP (public private partnership) in recycling from the EPC. With the help of the EU a recycling project that serves around 250,000 to 30,000 citizens is expected to start on 2008 This project will recover the recyclable that are going to be separated at source by the citizens themselves.

Jordan Biogas Company This company is situated close to Ruseifa closed landfill Biogas plant was constructed by GAM funded by UNDP and in cooperation with the Electricity Company In the first phase of the project (2000–2006) the facility started to produce 1Mwt/h electricity Recently, the facility expanded to produce 3.5 Mwt/h electricity. And its capacity is around 60 ton daily of organic waste , poultry waste, and diary factory wastes.

Landfill Gas GAM received many offers from national and international companies for utilisation of Ghabawi landfill gas. An agreement was signed with the World Bank for an 18 million dollar loan for lining, leachate drainage network, needed equipment to extract methane gas from three cells of the landfill to produce electricity. In addition to capacity development in solid waste management. A feasibility study by Cabinet Merlin and an EIA study by Eco Consult are being carried out for the World Bank project Work is expected to start in beginning of 2008 to extract gas from cell1
