11 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal. The Basel Convention entered into force in May of 1992, 2006 (Nairobi Declaration) and 2011 (Cartagena Decisions). Three stated objectives: 1.To minimize the production of hazardous waste; 2.To encourage the local handling of hazardous waste; 3.To minimize the export of hazardous waste from developed to developing countries.
