Participants of the reconciliation of interests  Conditions of participation for employees’ representatives: General condition: An employees’ organization can participate if its statute fixes that organization’s primary goal is representation and protection employees’ interests on national level.

Participants of reconciliation of interests Additional conditions for employees’ organizations: Organizations are active in four sectors of the national economy, minimum and are present in more than 12 sub-sectors. Organization is present in three regions, minimum, it has aerial organizations in eight counties.

Participation in national reconciliation of interests Additional conditions Organization must have local union at 150 employers, minimum. Organization is affiliated to the European Trade Union Confederation

Conditions of participation for employers’ associations General condition: In the statute of an organization, among the determined goals, interests and representation of employers are fixed and activity relates to national level.

Participation in reconciliation of interests Additional conditions:  Presence in two sectors of the national economy, minimum and member organizations are active in six sub-sectors, minimum.  Member organizations have aerial organizations in ten counties, minimum.

Participation in reconciliation on national level Additional conditions: Membership consists of 1000 employers, or employees are employed. Association is affiliated to the European association of employers.

National Council for Reconciliation of Interests Rights: The Council has the right for information about significant economical, social and labor issues, which refer directly, or indirectly employers’ and employees’ interests

Right to express opinion Opinions can be expressed during preliminary consultations for legislation  In economic-political, sociopolitical and employment issues  In other drafts for legislation which refer to national budget, taxation, social security, health service and pensions.

Right to express opinion  About preparation of laws on social management, social supply, national economy, bankruptcy, factory closing and compensation  About preparation of labor laws, like Labor Code, Act on Working Safety, Act on Employment, regulation of professional training, Act on European Works Council etc.

Right to co-determination This right relates to:  Standing order of tripartite consultation in the National Council for Reconciliation of Interests  Establishing and elaboration of standing order for the institutions of reconciliation on sector level  Recommendations for the principles to be followed by the Government and social partners

Right to co-determination  Relating to economical measures for the increasing of employment and they refers to a significant group of employees  About national minimum wage, maximum daily working hours, determination of holidays, or rest days
