Illicit Discharge Detection and Elimination Training

Permit Requirements Provide training to appropriate municipal staff, who, as part of their normal job responsibilities, may come into contact with or otherwise observe an illicit discharge or illicit connection to the storm sewer system. This training must inform staff of the threat to the environment from these discharges and the proper reporting process as well as the requirements of the Storm Water Pollution Control Ordinances. Expansion of current training provided to staff at municipal facilities. Employee training must be completed by November 11, 2016 (end of permit term) with ongoing training provided at a minimum of once during each proceeding permit term. New employees must receive training within 12 months of being hired.

Training should include the following municipal staff: Police Fire Maintenance Park & Recreation Zoning Code Enforcement Bus Drivers Other staff who perform activities in the field. Co-Permittees pay for use of County’s online training tool (MeckEdu). Training tool documents employees successfully completing training. Estimated cost = $30 to $40 per employee

What is Storm Water? When rain lands on roads, parking lots, driveways, and other hard surfaces, it flows into a storm drain and travels through underground pipes directly to local surface waters.

Mecklenburg County Surface Waters Over 3,000 miles of streams 81% of watersheds contain streams that are impaired. Storm Water Services receives over 300 reports a year of possible pollution problems. Staff from Storm Water Services – Water Quality Program respond to all reports. More eyes in the field help stop pollution and improve stream health.

Process Forward By February 6, 2014, notify County of your preferred option for providing IDDE training to your employees. Beginning July 1, 2014, begin implementation of training & document. Complete training by June 30, 2016. July 31st of every year, provide documentation of completed training to County.
