Quality & Global Trade7 Quality and world agro trade - the importance of TBT and SPS WTO-members have to consider rules and declarations that were agreed upon, and whose disregard can lead to sanctions through the other members: Technical Barriers to Trade, TBTTechnical commercial hindrances (Technical Barriers to Trade, TBT) Sanitary and Phytosanitary Measures, SPSHealth protection and quarantine measures (Sanitary and Phytosanitary Measures, SPS)

Quality & Global Trade8 Crucial points - structural QM deficits suitable and recognized accreditation bodies, the application of QM systems is incomplete without suitable and recognized accreditation bodies, if: –necessary structural conditions are not given, –consistent and recognized QM systems cannot be implemented without external input.

Quality & Global Trade9 Crucial points - technical QM deficits reference materials, certified reference materialsreference materials, certified reference materials as objective means for assessment of technical competence in accreditation is lacking, traceability to SI unitstraceability to SI units, traceability in analysis, basic standards.

Quality & Global Trade10 Crucial points - infrastructure little competition –locally or regionally only few laboratories with little competition and at limited cooperation exist (e.g. for validation of analytical methodology), –limited possibility for selecting competent institutions, or for excluding less competent ones, mutual communication –a small number (more qualified) labs have mutual communication problems.

Quality & Global Trade11 Crucial points - QM implementation internal and external quality controldemands concerning internal and external quality control for analytical labs are observed, and they are regarded as desirable, but: may not be considered seriously, because internally or from sides of the customers there are no strict demands.

Quality & Global Trade12 Crucial points - QM implementation –within the management of an institution exists inadequate technical competence to judge the real service state concerning quality, efficiency and (internationally) competitive capacity; –no clarity exists which additional expenditure and benefit the introduction of QM systems for an institution actually will bring.

Quality & Global Trade13 Summary and conclusion challenges and opportunitiesQM, accreditation, certification mean challenges and opportunities for national economies to enable successful participation in international trade and in the frame of WTO; QM is an essential tool for the development of the national economy.

Quality & Global Trade14 Summary and conclusion continuous improvement of quality;QM is a long term approach for the continuous improvement of quality; national economies should use QM for placing quality products locally and on the world market; to remove a mountain one begins with bearing away small stones.to remove a mountain one begins with bearing away small stones.
