Jurisdiction Study Committee Creation Jurisdiction Study Committee Petitions to Change Jurisdictional Lines Petitions to change formula on number of bishops Petitions to change timing of changes in bishop numbers General Conference deferred all decisions related to U.S. jurisdictions and created a Jurisdictional Study Committee (JSC) that is authorized to "examine the best number and boundaries of jurisdictions and episcopal areas in the United States." 2020 General Conference During the 2016 General Conference of The United Methodist Church, 23 petitions included recommendations for changes to the formula used to determine the number of bishops within jurisdictional conferences and jurisdictional boundaries in the United States.
Our Mission Statement “The Jurisdictional Study Committee will examine the current realities and missional needs of the UMC for the 21st century and recommend a process to determine the number and boundaries of the jurisdictions and episcopal areas that align with the missional priorities and common purpose of the UMC so that we live out the call of Christ as people committed to be in the Connection.”

Interlocking Authorities Jurisdictional Conference General Conference Colleges “[t]he system balances and constrains the power exercised by each of the authorities individually and by all connectionally” (Decision 1312). “A properly adopted amendment, which may seem not merely to alter the balance but to conflict with other provisions in the Constitution, is still part of the Constitution. By definition, nothing in the Constitution is unconstitutional.” (Decision 1312) The Judicial Council has observed that “[t]he system balances and constrains the power exercised by each of the authorities individually and by all connectionally” (Decision 1312). Colleges of Bishops have authority to arrange the plan of episcopal supervision of the annual conferences, missionary conferences, and missions within their respective territories (¶ 48). Jurisdictional conferences have authority to determine the number, names, and boundaries of the annual conferences and episcopal areas (¶ 40). General Conference has authority to fix a uniform basis upon which bishops shall be elected by the jurisdictional conferences (¶ 16.10) and to determine and provide for raising and distributing funds necessary to carry on the work of the Church (¶ 16.9); The authority to set the number of episcopal areas is not the same as the authority to set the number of bishops. the Judicial Council has reasoned that this dual authority granted to General Conference determines how many bishops there will be in each jurisdiction (Decision 1312).
How it would work Reviews and Recommends Approves Funding Interjurisdictional Committee on the Episcopacy College of Bishops Juris. Episcopacy Committee Financial Capacity of Juris General Conference Assess Missional Needs and Capacity 1. More flexibility for the near term 2. Jurisdictional Conferences currently have the authority to determine the number, names, and boundaries of episcopal areas, subject to the General Conference's authority to fix a uniform basis for the election of bishops and provide funding for bishops so elected and the respective Colleges' of Bishops authority to arrange the plan of episcopal supervision (BOD 40; see also BOD 16 and 48, Judicial Council Decision 1312). 3. Therefore, the number, assignment, focus and support of U.S. bishops is best identified within the jurisdiction where people better understand the missional strengths, challenges and opportunities. 4. General conference determines the number of positions to fund based upon the recommendation of the IJC. 5. Funding paragraph uses the term “entitled” and the number appears in the funding paragraph. How does ijc report? What is role of finance committee? Of gcaf? Is the minimum language just, shall be entitled to 5, and ijc may recommend more?

Funding of Bishops AC apportionment to EPISCOPAL FUND Apportionment for General Expenses Apportionment for Extra Bishops AC apportionment to EPISCOPAL FUND We recommend that the formula specified in ¶404 be replaced by a process that would allow jurisdictions to determine the number of bishops and episcopal areas necessary to accomplish the mission of the church in their area. Under our proposal, all Bishops will be funded through the Episcopal Fund, as will all of the costs and ministries shared by the Council of Bishops. The apportionment to the annual conferences in support of the Episcopal Fund would be drawn from two revenue streams: 1) an apportionment to the annual conferences and paid to GCFA, and 2) an apportionment to the jurisdictions in support of the number of bishops active in their area.
