The first map shows the 2013 Medicaid eligibility thresholds for working parents of Medicaid-eligible children. (In almost all states, limited-income adults without dependent children are not eligible for Medicaid benefits.) The thresholds are expressed as a percentage of the federal poverty level (FPL), which in 2013 was $23,550 for a family of four. A Minnesota family could earn up to $50,633 (215% of FPL) and the parents would still qualify for Medicaid benefits, while the same family living in Texas would be ineligible if they earned more than $5,888 (25% of FPL).
