Program Overview - Prior to 2015, the program focused solely on providing funding to municipalities for the maintenance of dirt and gravel roads. Chester County typically received ≈ $20,000/year The new PA Transportation Bill significantly increased the amount of funding available as well as created the Low Volume Road Program Chester County now receives $100,000/year for dirt & gravel roads and $200,000/year for low volume roads.

Program Overview – D&G Roads The Dirt and Gravel Road Program’s purpose is to provide funding to municipalities for the improvement and maintenance of unpaved roads with the goal of protecting water quality. Through 2018, 32 projects have been completed over 18 miles of unpaved road. The total amount spent on these projects is $517,851.06.

Project Overview – LVR Program New program as of 2015. Low Volume is defined as any road (paved, tar and chip, or otherwise sealed, alleys included) that have traffic of less than 500 cars per day. Intent is similar to D&G Program – provide funding for the improvement and maintenance of roadways to reduce their impact on water quality.

Program Requirements In order to be eligible to apply for Program funds, the person in charge of work plan development and project implementation from the road-owning entity must have attended environmentally sensitive maintenance (ESM) training within the past five (5) calendar years. This training, and all past 2-day ESM trainings, counts as eligibility to apply for BOTH Dirt and Gravel and (paved) Low Volume Road funds for a period of five (5) calendar years. Also to be eligible for Low Volume Road traffic count must be 500 cars or less per day. http://www.dirtandgravel.psu.edu/calendar/calendar.html

D&G/LVR Program Conservation District staff is available to review potential project sites and assist with the application process. It’s recommended that a meeting be held on site prior to application submission. Applications are reviewed by the Quality Assurance Board, who then recommends projects to Conservation District Board for final approval. Once contracted, the project must be completed in 18 months or less.

Project Process On site pre-construction meeting Periodic site inspections during implementation Project applicant must keep track of all project receipts, invoices, contractor payments, etc.

Project Completion Project Completion form Final inspection Final paperwork (receipts , invoices, contractor payments, etc) to be turned in. Grant payment Applicant responsible for maintenance after project completion.
