Current Status of the Texas Integrated Report (IR) for Clean Water Act Sections 305(b) and 303(d) Water Quality Planning Division Monitoring & Assessment Section Surface Water Quality Monitoring Program (SWQM)

Background Statewide assessment of the status of state waters Compares water quality data to approved water quality standards Identifies impaired waters (303(d) List) Requirements Federal Clean Water Act, Sections 305(b) and 303(d) Title 30 of the Texas Administrative Code (30 TAC) Conducted every two years Draft due to EPA on April 1 of even numbered years The Integrated Report represents a statewide assessment of the status of state waters and compares water quality data to approved water quality standards. This allows us to identifies water not meeting water quality standards as impaired and these are included on what is known as the 303(d) List. The requirements for this assessment are included in the Federal Clean Water Act, Sections 305(b) and 303(d) as well as Title 30 of the Texas Administrative Code (30 TAC). This assessment is conducted every two years and the draft due to EPA on April first of even numbered years.

Integrated Report (IR) - Process Develop Guidance Assemble\Compile Data Update Assessment Tools Develop Draft Reports Solicit Public Comment Revise Draft Documents TCEQ Approval EPA Approval – IR considered draft until approved by EPA The process for developing the Integrated Report includes the following steps, develop guidance, assemble and compile data, update electronic assessment tools, develop draft reports, solicit Public Comment, revise draft documents based on public input, TCEQ adoption of the draft documents, and EPA approval. It should be noted that the IR is considered draft until it is approved by EPA.

These include an Executive Summary, Guidance for Assessing and Reporting Surface Water Quality in Texas, 303(d) List, Impairment Delistings, New Impairment Listings, Schedule to Develop TMDLs for Category 5a Water Bodies, Water Quality Concerns, Sources of Pollution for Impairments and Concerns, Public Comment and Response, Cost/Benefit Assessment, Trophic Assessment of Texas Reservoirs.

Draft 2016 Integrated Report Approved Adopted by TCEQ Commission – October 17, 2018 Submitted to EPA October 31, 2018 Pending approval by EPA The 2014 Integrated Report is considered the most recently approved, official version, however the 2016 Integrated Report is still under review by EPA. It was adopted by TCEQ Commission on October 17, 2018, submitted to EPA October 31, 2018 and is pending approval by EPA.

2016 Impairments The distribution of impairments can be broken down as follows, Mercury in Water 1 impairment, Temperature 1 impairment, Bacteria – General Use 2 Impairments, Bacteria-Beach Use 2 impairments, Water Toxicity 2 impairments, Metals in Water 6 impairments, Sediment Toxicity 6 impairments, Sulfate 12 impairments, Chloride 17 impairments, Total dissolved solids 18 impairments,, Bacteria-Oyster Waters 8 impairments, pH 17 impairments, Biological 20 impairments, Mercury in Fish\Shellfish 24 impairments,, Dissolved Oxygen 96 impairments, Organics in tissue 114 impairments,, Bacteria-Recreation 243 impairments. This is a total of 589 impairments. The distribution of impairments can be broken down as follows, Mercury in Water 1 impairment, Bacteria – General Use 2 Impairments, Nutrients 2 impairments, Bacteria-Beach Use 2 impairments, Water Toxicity 2 impairments,, Sediment Toxicity 6 impairments, Bacteria-Oyster Waters 10 impairments, Metals in Water 12 impairments, Sulfate 16 impairments, pH 16 impairments, Chloride 18 impairments, Total dissolved solids 17 impairments, Biological 18 impairments, Mercury in Fish\Shellfish 24 impairments, Dissolved Oxygen 95 impairments, Organics in tissue 110 impairments, Bacteria-Recreation 223 impairments. This is a total of 574 impairments. Total = 574

2016 New Impairments Total = 65 The new impairments identified in 2014 included the following: Bacteria-Oyster Water Use 1 impairment, Bacteria – General Use 1 impairment, Mercury in tissue 1 impairment, Bacteria Beach Use 1 impairment, Sulfate 3 impairments, pH 1 impairment, Total dissolved solids 6 impairments Chloride 7 impairments, Organics in tissue 15 impairments, Dissolved Oxygen 8 impairments, Bacteria-Recreation 29 impairments, Biological 5 impairments Metals in Water - 3 impairments, Temperature 1 impairment. A total of 81 new impairments were identified. The new impairments identified in 2016 included the following: Biological 1 impairments, Bacteria-Oyster Waters 2 impairment, Nutrients 2 impairments, Total dissolved solids 2 impairments, Dissolved Oxygen 4 impairments, pH 5 impairments, Chloride 5 impairments, Sulfate 6 impairments, Metals in Water 6 impairments, Organics in tissue 9 impairments, Bacteria Recreation 23 impairments. A total of 65 new impairments were identified. Total = 65

2016 Delistings A total of 144 Impairments were removed from Category 5 (Impaired Waters List). These included the following: Sulfate 1 impairment, Organics in fish tissue 1 impairment, Total dissolved solids 2 impairments, Metals in water 2 impairments, Bacteria-Oyster Waters 2 impairments, pH 6 impairments, Biological 6 impairments, Chloride 11 impairments, Dissolved oxygen 17 impairments, Bacteria-Recreation 96 impairments. A total of 81 Impairments were removed from Category 5 (Impaired Waters List). These included the following: Temperature 1 impairment, Sulfate 2 impairments,, Total dissolved solids 3 impairments, Biological 3 impairments, Chloride 4 impairments, pH 6 impairments, Dissolved oxygen 6 impairments, Organics in fish tissue 11 impairments, Bacteria-Recreation 45 impairments. Total = 81

These included the following: Bacteria-Recreation 2014 243 impairments 2016 223 impairments a decrease of 20 impairments. Biological 2014 20 impairments 2016 18 impairments a decrease of 2 impairment. Metals in water 2014 6 impairments 2016 12 impairments an increase of 6 impairments. Chloride 2014 17 impairments 2016 18 impairments an increase of 1 impairment. Nutrients 2014 0 impairments 2016 2 impairments an increase of 2 impairments. Organics in fish/shellfish 2014 114 impairments 2016 110 impairments a decrease of 4 impairments. Dissolved Oxygen 2014 96 impairments 2016 95 impairments a decrease of 1 impairment. Temperature 2014 1 impairment 2016 a decrease of 1 impairment. pH 2014 17 impairments 2016 16 impairments a decrease of 1 impairment. Chloride 2014 17 impairments 2016 18 impairments and increase of 1 impairments. Sulfate 2014 12 impairments 2016 16 impairments and increase of 4 impairments.

Changes in Impairment Status Decreases Bacteria Organics – Fish\Shellfish Increases Metals in Water Sulfate The 2016 Integrated Report saw the greatest decreases in the number of recreational bacteria impairments and organics in fish tissue. There were the greatest increases in the number of metals in water and sulfate impairments.

Draft 2018 Integrated Report Status Guidance Advisory Workgroup – August 24, 2018 Data Provider Review – March 21, 2019 – April 5, 2019 Public Comment Period – Planned for May 31, 2019 to July 1, 2019. TCEQ Agenda – Planned for September 25, 2019 This represents the second submission of the IR The first submission was Spring Creek (Segment 1008) Scheduled for Commission consideration on June 26, 2019 A guidance Advisory Workgroup Meeting was held for the 2018 Integrated Report on August 24, 2018. The preliminary results were reviewed by data providers in March 2019. The Public Comment Period is planned for June 2018. The report is expected to the TCEQ Commission Agenda on September 25th 2019.

2018 Integrated Report Implementing recently approved WQS Considering data collected at high flow Removing data collected from reservoirs impacted by drought The focus of the 2018 Integrated Report will be implementing water quality standards approved by EPA since the 2016 Integrated Report, including considerations for data collected at high flows to better align with provisions included in the water quality standards and implementing drought methods for reservoirs.

2020 Integrated Report Planning to get back on schedule Data submittals due March 1, 2019 Updating assessment tools and information Advisory Workgroup Meeting - May 2019 For the 2020 Integrated Report we will be looking to get back on schedule and develop a draft report in the Spring of 2020. Data submittals for consideration as part of the IR were due by March 1, 2019. We are currently updating the statistical software tools. We are planning on an Advisory Workgroup Meeting in May 2019.
