Decision at JISC 14 Decision at JISC 15 Decision 5/CMP.4 Development of procedures on JI PoA History Decision 5/CMP.4 In paragraph 6, the CMP requested the JISC “to develop, as soon as possible, definitions, forms, guidelines and procedures for projects under programmes of activities implemented under the verification procedure under the Committee, bearing in mind the work of the Executive Board of the clean development mechanism in this area”. Development of procedures on JI PoA Public call Definition of JI PoA - broader boundary: “technical characteristics of JPA”, “time period”, implementing institutions” Any participating entity can be designated for communication with the JISC Small Scale: possibility to have SSC for JI PoA, ensure same simplified approaches as for JI SSC Baseline setting and monitoring: possibility to use different technologies and different baselines Additionality: should be demonstrated only on JI PoA level Inclusion of JPAs: coordinating entity should be responsible for checking the eligibility requirements Verification of JI PoA: no specific frequencies Fees: no associated fees for JPAs or the fees should be kept low

First draft Definition Development of First draft procedures on JI PoA JI PoA: coordinated action by private or public entity that implements a policy, measure or stated goal and is comprised of one or more JI programme activity(ies) (JPA(s)) that have been or will be replicated using the same methodology or set of methodologies for baseline setting and monitoring applied in the initial JPA(s) JPA: is a single measure or a set of interrelated measures that result in reduction of anthropogenic emissions by sources or enhancement of anthropogenic removals by sinks that are additional to any that would otherwise occur

Development of procedures on JI PoA Provisions for the charging of fees 2 options for fees for processing the verification: Similar approach to normal JI projects: USD 0.10 for the first 15,000 tonnes of CO2 equivalent and USD 0.20 for any amount in excess of 15,000 Simplified approach: USD 0.10 only for the tonnes of CO2 equivalent reduced The advance fee payment should follow one of the rates for the fee for processing the verification (based on the expected average emission reduction in a given calendar year) Fee for inclusion of JPA: USD 0.10 (based on the expected average emission reduction in a given calendar year)
