Definitions Calendar Day – Every day shown on the calendar, ending and beginning at midnight Contract Time – The number of calendar days allowed for completion of the Contract work, including authorized time extensions. Precedence Diagram Method (PDM) - A method of constructing a logic network using nodes to represent the activities and connecting them by lines that show dependencies. Critical Path Method –A network analysis technique used to predict project duration by analyzing which sequence of activities (which path) has the least amount of scheduling flexibility (the least amount of float). Controlling Item of Work - The activity or work item on the critical path having the least amount of total float. The controlling item of work will also be referred to as a Critical Activity. Delay - Any unanticipated event, action, force or factor which extends the Contractors time of performance of any controlling work item under the Contract. The term delay is intended to cover all such events, actions, forces or factors, whether styled delay, disruption, interference, impedance, hindrance, or otherwise, which are beyond the control of and not caused by the Contractor, or the Contractors subcontractors, material men, suppliers or other agents. This term does not include extra work. 2

Initial CPM Schedule Submittal Contract Includes Critical Path Method Schedule Specification? Contract has Bonuses or Incentives for Finishing the Project? Schedule is in Primavera Project Planner or Suretrak? Columns Includes Activity ID, Activity Description, Original Duration, Early Start date, Early Finish Date and Total Float Schedule Reflects All of the Maintenance of Traffic Plan Phases? Activities are Broken Out per Phase? Contract Start and Finish Dates are Correct? Project Duration is less than or equal to Allowable Contract Time? Activities Flow in a Logical Order? Production Rates are Reasonable? Includes Milestones and Full Scope of Project? Provides Sufficient Detail to Monitor Contractors Work? Includes Material Procurement and Shop Drawings Submittal and Reviews? Accepted Schedule Package has been Scanned? 3

CPM Schedule Monthly Update Still meets Criteria of Initial Submittal Checklist? Includes Actual Start and Finish Dates, Added Activities, Changes in Sequence and Days Remaining? Written Narrative addresses Changes from Previous Submittal? Addresses any Agreements, Work Orders or Approved Time Extensions? Changes in Sequencing had been coordinated with the Contracts Approved Utility Work Schedules? If Schedule Indicates an Actual or Potential Delay to the Timely Completion of The Contract, The Written Narrative Includes a Discussion of The Problems, Causes, Activities Affected and Describes The Means and Methods to be Utilized to Complete The Project Within The Allowable Contract Time? Does the Contractors Schedule show completing The Project within the Allowable Contract Time? If Not, Negative Float Activities are addressed in the written Narrative and a Request For Time Extension is pending or has already been Submitted In Accordance with Spec ?

CPM Schedule Monthly Update Cont. Contractor has attended Meetings Scheduled by the Engineer to resolve any Problems that may prevent acceptance of the Schedule? Is there a need to withhold payment due to the Contractors Failure To Meet The Requirements for Submittal and Acceptance of The Updated Schedule? A Complete Copy of Contractors Accepted Schedule Package (Resident Engineer Acceptance Letter, Schedule Checklist, Schedule Printout & Any Backup Documentation) has been scanned into FDOT Electronic Document Management System (Hummingbird) under Job Correspondence Work Progress Schedule/CPM 7
