Driving Indiana’s Economic Growth Bidding Alternate Pavement Designs David Andrewski, PE

ALTERNATE PAVEMENT DESIGN A CONTRACT LET WITH DIFFERENT PAVEMENT TYPE OPTIONS (usually HMA & PCCP) TO BE BID AS EITHER OR BOTH OPTIONS. PAVEMENT ITEMS CAN BE BID SEPARATELY FROM COMMON ITEMS OR ESSENTIALLY TWO DISTINCT LISTS OF PAY ITEMS CAN BE BID. INDOT USES TWO DISTINCT LISTS.

WINNING BID A FACTOR IS ADDED TO EACH BID REPRESENTING THE PRESENT WORTH OF A 50 YEAR PAVEMENT LIFE CYCLE STRATEGY. THE LOW SUM IS THE WINNING BID.

HMA STRATEGY 20 Year Initial Design Life Joint Seal at Year 3, 6, 9, 12, 15, & 18 Mill and Functional Overlay at 20 Years Joint Seal at Year 23, 26, 29, & 32 Mill and Resurface Joint Seal at Year 38, 41, 44, & 47

PCCP STRATEGY 30 Year Initial Design Life Reseal Joints at Year 8, 16, & 24 Mill and Functional Overlay at Year 30 Reseal Joints at Year 33, 36, & 39 Mill and Resurface at Year 42 Reseal Joints at Year 45 & 48

FACTORS HMA - $2,353,504.28 PCCP - $1,480,742.91

WINNING BID HMA ($) PCCP ($) BID 22,154,963.32 22,290,308.03 FACTOR 2,353,504.28 1,480,742.91 LOWEST BID + FACTOR 24,508,467.60 23,771,050.94

WHY Attract More Bidders & Competition Obtain Savings over Conventional Projects Develop a More Competitive Market Optimize Plant, Source, & Supplier Location

THE BEGINNING PAVEMENT DESIGN GONE BAD 465 West Leg Pavement Type Selection Concern Solution

DATA BASE DEVELOPMENT HMA & PCCP COSTS RESEARCHED 4 YEARS OF COSTS ENTERED AVERAGE COSTS CALCULATED NEW COST DATA ADDED CONTINUOUSLY

PAVEMENT TYPE SELECTION LCCA CALCULATED TYPE SELECTION COMMITTEE PROJECT LOCATIONS AND TYPE IDENTIFIED

TYPE SELECTION > 10 PERCENT < 10 PERCENT SPECIAL CASE USE LESS COSTLY < 10 PERCENT Committee selection SPECIAL CASE Settlement Areas Presence of Distillates

ALTERNATE BID APPROVAL CONCURRANCE 2009 PROVISIONAL FHWA APPROVAL FHWA HMA INDUSTRY PCCP INDUSTRY 2009 PROVISIONAL FHWA APPROVAL Special Experimental Project No. 14 (SEP 14) For One Project

2009 Project Bid as Contract A and Contract B – Two Sets of Plans 11 Bidders Losing Contract Cancelled PCCP Low Bid Savings - $326,000.00 Merited Additional Contracts

2010 Provisional Approval for Unlimited # Must Proceed as SEP 14 Annual Report for Alternate Bids on Pavement Type Streamlined Plan Preparation Developed Technique to Bid Within One Contract

2010 11 Alternate Bid Projects Bid Average of 6.4 Bidders per Contract Average 26.4 % Below Engineer’s Estimate ($574,000,000.00)

2010 Conventional Contracts 19 Conventional Bid Contracts Average of 4.3 Bidders per Contract Average of 17.4 % Below Engineer’s Estimate ($345,000,000.00)

2010 ESTIMATED SAVINGS $51,000,000.00

2010 Conclusions Considered Very Successful Attracted More Bidders and Competition Savings Over Conventional Bid Projects Provided a More Competitive Market
