ONLY ONE ONE TENANT GROUP: 100,000 BC MANUFACTURED HOME OWNERS Other BC Tenants Groups untouched. WHO? WHO? Copyright 2008 – AMHOA Governments have ignored Manufactured Home Owners for decades and treated them as second-class citizens, but this was the final indignity! Governments have ignored Manufactured Home Owners for decades and treated them as second-class citizens, but this was the final indignity!

Summer 2007 Housing Housing Minister, Rich Coleman was approached by Manufactured Park Owners pleading poverty, and threats to close parks due to expenses. The The Owners were not required to produce audits to support this position! Proportional Proportional Rent Increases by Park Owners is now allowed. (additional to yearly Guidelines of 2%+COLA*) Government Government Cost of Living Calculation for rent increase setting is no longer the limiting criteria. Without Without Residents consultation, and no evidence, the government changed the Rules. And And the results?.... * COLA = Cost of Living Allowance

ResultsResults Despite Despite the Park Owners claims that they need this new Rent to maintain their businesses, Parks continue to close across the Province and Homeowners are given eviction notices, and token compensation. (1 years rent is all the government sees fit to award) Home Home Owner/Tenants have had their rights reduced. Copyright 2008 – AMHOA Parks Parks CLOSED, CLOSED, SALE or in Process: At least 30 parks have been closed and 7 are known to be up for sale! Over 800 homes are affected and over 1500 people! All of these have happened with almost NO public knowledge and represent a travesty of justice laid on BC tax paying citizens. How many more Parks, Homes, and People must be affected before the public, media, and politicians demand an enquiry and an overhaul of Government Acts?

Results cont.. Results cont.. As As can be seen, the government failed its citizens, and was totally oblivious to the large picture and all of the factors affecting Manufactured Home Owners. Copyright 2008 – AMHOA ACash Grab by Landlords has been facilitated by the Government. Housing Housing on rented land needs to be protected. Home owners should not lose their investment so that the land owner can make an enormous profit at their expense. Are Are Manufactured Home Owners going to add to the street people population when they lose their home, their investment in it, still have debt from loans and mortgages on their home and have nowhere they can afford to go? This This is a large segment of the population, both senior and families that need affordable housing and yet, they are being left unprotected, and subject to the whims of Park Owners. Conclusions? Conclusions? – Unfortunately due to government short sightedness:

Park Owners Gleeful Park Owners Gleeful Unfettered Unfettered Rent Increases, now possible. Profit Profit Margins are Increased. Tenants Tenants will pay ALL ALL expenses associated with the Land, Improvements, and Rental Business including purchase. New New Forms and supporting expense documents, permit passing costs onto tenants. Copyright 2008 – AMHOA

RESIDENT IMPACTS RESIDENT IMPACTS Fixed Fixed income seniors hit with greater increases than pensions they receive (fixed to Cost Of Living Allowance) No No fair legal dispute mechanism or recourse. Unique Unique powers granted to Park Owners NOT available to other Landlords. Copyright 2008 – AMHOA

Park Owner Benefits Park Owner Benefits Owners benefit from the following, and TENANTS PAY! Increased Increased Assessment Value of Park. (Tenants pay taxes) Improve Improve or Repair property – Pass on Cost as Extra Rent Surcharge; landlords recover these costs compounded every year thereafter, as it is NOT NOT just a 1 year increase! Increased Increased Equity allowing favourable treatment by Banks. Resale Value of land and rental business. NO NO Increase in obligations or equity benefits to tenants. Copyright 2008 – AMHOA
