District and School Accountability System: Proposed Modifications Presented to the Board of Elementary and Secondary Education March 26, 2019

Accountability system change process In June 2018, the Board voted on two items related to the district and school accountability system Board adopted regulations outlining the framework of the district and school accountability system and a process for an annual review of the system Board approved the accountability system outlined in the “Summary of the Next-Generation District and School Accountability System” document Regulations require the Department to bring system changes to the Board for approval and require the Department to solicit public comment on those changes.

Accountability system change process 2019 is only the second year of the new accountability system and consideration was given to making changes to the system vs. gaining consistency in results Recommendation is to make minimal changes in 2019 Allow for system to incorporate a second year of data to make determinations Another year of a consistent system will allow for greater understanding with stakeholders Complexity with changing system at the same time of the major grade 10 assessment transition

Proposed changes to the accountability system Participation rate calculation Old method: Calculate participation rates separately for each subject (ELA, math, science) for each subgroup Proposed new method: Calculate participation rates for all subjects combined at the subgroup level Rationale Small subgroups had a large impact on school identification for participation reasons and this change would at least double the N size of most subgroups Science participation results had even lower N sizes Change would better identify school participation issues

Proposed changes to the accountability system Progress towards targets categories Progress towards targets currently reported in 2 categories: meeting targets & partially meeting targets In 2018, the Board voted to move to three categories starting in with 2019 reporting (meeting targets, partially meeting targets, & not meeting targets) Proposed change: Move to three categories, with modification to call out improvement in middle category Rationale Accountability system is designed around improvement and category labels should reflect that value

Proposed changes to the accountability system Using two years of data Accountability results for 2019 would include 2018 & 2019 data (weighting of those years to be detailed for public comment) Intent has always been to work up to a system that includes multiple years of data Expanded advanced coursework list (high school only) Reviewed advanced course list and recommend to add Project Lead the Way (PLTW) courses Commit to annual review of the course list

Potential changes to the accountability system – timeline Timeframe Action March 2019 Initial discussion of potential changes with the Board’s Accountability and Assistance Advisory Council (AAAC) & the Board of Elementary and Secondary Education   April – May 2019 Department to seek public comment on proposed changes June 2019 Final discussion & Board vote on proposed changes
