CAUSES Religious and territorial conflict created fear and uncertainty

CAUSES Growth of armies to deal with conflicts caused rulers to raise taxes to pay troops

CAUSES Lots of taxes lead to peasant revolts

Rule by a monarch (king or queen) with absolute control Leads to… ABSOLUTISM: Rule by a monarch (king or queen) with absolute control

EFFECTS Rulers regulated religious worship and social gatherings to control the spread of ideas

EFFECTS Created bureaucracies to control their countries economies Bureaucracy = "a body of nonelective government officials"
