Overview of policy proposals Policy SIG Thursday 26 February 2009 Manila, Philippines

Proposals under discussion Discussion continuing from APNIC 26 prop-050: IPv4 address transfers prop-060: Change in the criteria for the recognition of NIRs in the APNIC region prop-063: Reducing timeframe of IPv4 allocations from twelve to six months New proposals prop-067: A simple transfer proposal prop-068: Inter-RIR transfer policy prop-069: Global policy proposal for the allocation of IPv4 blocks to Regional Internet Registries prop-070: Maximum IPv4 allocation size

Transfer proposals prop-050: IPv4 address transfers prop-067: A simple transfer proposal prop-068: Inter-RIR transfer policy To be discussed as a group, looking at the key features of the transfer proposals

Transfer proposals: key features Minimum size, /24 or then current size Recipient to justify use Inter-RIR transfer NIR-APNIC transfer Inter-NIR transfer Seller must be full member of APNIC Seller may/may not get more space for some time period APNIC to maintain a public log of all transfers

Other proposals prop-060: Change in the criteria for the recognition of NIRs in the APNIC region prop-063: Reducing timeframe of IPv4 allocations from twelve to six months prop-069: Global policy proposal for the allocation of IPv4 blocks to Regional Internet Registries prop-070: Maximum IPv4 allocation size

prop-060: Change in the criteria for the recognition of NIRs in the APNIC region The problem… To recognize a new NIR under current policy, it must have the support of both the community and the relevant government body in the country of the proposed NIR. NIRs can be dominated by government interests.

prop-060: Change in the criteria for the recognition of NIRs in the APNIC region The solution… Allow NIRs to be approved with community approval only. New NIRs are approved through a vote by APNIC members. Limit government positions on NIR boards.

prop-060: Change in the criteria for the recognition of NIRs in the APNIC region Proposal statistics Version 1 sent to mailing list 16 May 2008 Version 2 sent to mailing list 28 August 2008 Discussion on mailing list since APNIC 26 9 posts from 4 people

prop-063: Reducing timeframe of IPv4 allocations from twelve to six months The problem… With the imminent depletion of the free pool, it’s possible that networks receiving an allocation to meet their needs for the next 12 months may mean that other networks don’t have a chance to get any allocation before the free pool is exhausted

prop-063: Reducing timeframe of IPv4 allocations from twelve to six months The solution… Make allocations based on a six months needs basis, reducing it from 12 months

prop-063: Reducing timeframe of IPv4 allocations from twelve to six months Proposal stats Version 1 sent to mailing list 17 July 2008 Version 2 sent to mailing list 17 February 2009 Discussion on mailing list since APNIC 26 11 posts from 5 people

prop-069: Global policy proposal for the allocation of IPv4 blocks to Regional Internet Registries The problem… With the depletion of the IANA free pool of IPv4 address space, the current global policy regarding the allocation of IPv4 address space to the RIRs will become moot. There is no policy for how IPv4 address space reclaimed by the RIRs can be returned to IANA and then redistributed amongst the RIRs. Author: Geoff Huston

prop-069: Global policy proposal for the allocation of IPv4 blocks to Regional Internet Registries The solution… Create a new global pool of IPv4 address space that can be allocated where it is needed on a global basis without a transfer of address space between the RIRs by: Providing a mechanism for the RIRs to retro- allocate the recovered IPv4 address space to IANA Providing IANA with a policy by which it can allocate it back to the RIRs on a needs basis.

prop-069: Global policy proposal for the allocation of IPv4 blocks to Regional Internet Registries Proposal stats Version 1 sent to mailing list 23 January 2009 Version 2 sent to mailing list 3 February 2009 Discussion on mailing list since APNIC 26 11 posts from 5 people

prop-070: Maximum IPv4 allocation size The problem… Currently, it is possible that an APNIC account holder could request and receive a large portion of the final address space allocated to APNIC by IANA. (This is excluding the final /8 to be allocated to APNIC under the prop-055: Global policy for the allocation of the remaining IPv4 address space.)

prop-070: Maximum IPv4 allocation size The solution… Create a maximum APNIC allocation size that gradually decreases based on the remaining number of /8s in the IANA free pool.
