Market Access Database (MADB) Informing business about export conditions DG TRADE European Commission Vilnius, 9 April 2019 How many of you have heard of Market Access Database? Many: that's good news! But since I am here I will explain this tool for those who are not familiar with it. And then maybe those who know MADB can give me your feedback. Nobody: then there is a good reason for me to be here.

MADB ─ information on market access conditions in non-EU countries Free online service for EU companies Product specific information on import conditions in over 100 countries outside the EU Statistics Services for SMEs http://madb.europa.eu/ madb/indexPubli.htm • Information tool, designed to help EU businesses, in particular SMEs to get international. And more importantly - it's free of charge. • internet based information service on import conditions in non-EU countries – 121 non-EU countries are covered, which represents over 97 % of the EU trade flow • offers at product level information on import duties and taxes that apply to your exports • offers information on import procedures and formalities you must accomplish to bring your products through customs, and on the origin of the goods you are exporting to help you to find out if they qualify for preferential treatment under a tariff preference scheme. • Freely accessible for users located in the EU Statistics: The ‘Statistics’ section provides a detailed overview of product- specific trade flows for a market analysis at EU and country level. Services for SME's provides a list of useful addresses for online tools and different portals assisting SME's. The MADB can be used - to do a first market scan to help you in entering a new market outside the EU or decide whether to pursue business opportunities in a partner country. - to calculate selling prices and even estimate expected profits or margins. - to check the real costs of customs clearance and to check the formalities needed. Particularly important for SMEs, which generally have to rely on the services of a broker.

Select the country of destination Enter the HS (Harmonised System) code of your product or use "find product code" to browse the table of chapters Select the country of destination The database is easy to use: Select the partner country and type the product code (according to Harmonized Commodity Description and Coding System). If you don’t know the code, use “Find my product code” and browse the classification table by typing in a word. The Harmonized Commodity Description and Coding System (HS) is a classification system for goods entering an importing country through Customs. Managed by the World Customs Organisation. Its 97 chapters can be used to classify every commodity traded among countries. For countries using the same HS classification system, the first 6 digits are uniform.

Procedures and Formalities documents required for customs clearance Copies of documents with translation into English Procedures and Formalities • comprises the requirements for customs clearance and market access of commodities to be imported. The purpose of the fulfillment of import formalities remains the basis of the successful completion of import transactions. • Country overview with country related information. Where applicable, investment issues, norms and standards, IPR protection as well as labelling requirements, are included. They are described so far as they constitute or influence import formalities. • General requirements cover documents necessary for any commodity. If a form is connected with a document, this is shown under the introductory text. In case of informal procedures, the necessary minimum content of such a document is given. If forms are in languages other than English, the different fields are translated. • Specific requirements cover documents which are required only for specific products.

Trade barriers Main obstacles for EU exporters reported to the Commission Overview of what the EU is doing to remove them In the section "Trade Barriers" you will find all the known barriers per country, that Commission and MS are working on through Market Access Partnership.

Trade barriers If you have encountered a specific trade barrier you can report your problems using the online form How to report a barrier? And we would then activate all the actors: MS, BU, MAT, which using their diplomatic ways will put pressure on the country in question with the scope of eliminating the barrier.
