Local Governments

State Directs State Constitutions describe how village, town, county, and city governments will be set up. Charter – basic plan for local governmental unit that defines its powers, responsibilities, and organization. Municipalities – are incorporated villages and towns are like corporations. Have a large degree of self-government.

What local government does… Water, sidewalks, trash collection, roads, street cleaning, sewer systems, public transportation, electricity, cemetary. Make sure these things run economically and efficiently.

Local and State Cooperation Local governments work with the state to make communities better places to live. Ordinances – regulations that govern the community. Ordinances CANNOT interfere with state or federal laws.

County Governments Largest local governments Serve State Governments by collecting taxes, conducting elections, and enforcing state laws. Serve people by providing roads, schools, libraries, health and welfare, and law enforcement.

County Officials Voters elect a County Board – equals the county legislature Usually no leader for executive department – many people with specific jobs. Sheriff – enforces the laws and is usually in charge of the county jail. County Clerk – keeps records of actions in the county (births, deaths, etc.)

Town, Township, and Village Governments Town – larger than a village, may include outlying areas. Village – Only includes main town area, not outlying farms and settlements. Townships are 6 square mile areas – take care of roads and areas outside of the town or village. Each has the power to tax, create ordinances, and protect citizens.
