The Developmental Disability Services System in California has been challenged recently by: 1) an increase in the number of individuals eligible for these services 2) limited resources, rate freezes and inadequate transparency in resource allocation. Disability, Comorbidity & Service Use- IEDC

These two factors are a threat to the financial solvency of service providers. As a result there maybe be a: 1 ) Decreased access to high-quality care 2) Increase cost of care These two factors are a threat to the financial solvency of service providers. DESIGNING STRATEGIES TO MEET THE GOALS OF THE CALIFORNIA DEVELOPMENTAL DISABILITY SERVICES: 1. POLICY RECOMMENDATIONS: - Adjust Frozen Rates - Adopt Equitable &Transparent Vendor payment systems - Maximize System Efficiency: group versus individual setting care; new sources of funding (federal programs, family cost-participation).
