IEEE 1900.7 White Space Radio Draft Development Procedure November 2005 doc.: IEEE 802.11-05/1051r0 25/02/2019 IEEE 1900.7 White Space Radio Draft Development Procedure Date: 2012-07-22; Teleconference Authors: Notice: This document has been prepared to assist IEEE DYSPAN SC. It is offered as a basis for discussion and is not binding on the contributing individual(s) or organization(s). The material in this document is subject to change in form and content after further study. The contributor(s) reserve(s) the right to add, amend or withdraw material contained herein. Release: The contributor grants a free, irrevocable license to the IEEE to incorporate material contained in this contribution, and any modifications thereof, in the creation of an IEEE Standards publication; to copyright in the IEEE’s name any IEEE Standards publication even though it may include portions of this contribution; and at the IEEE’s sole discretion to permit others to reproduce in whole or in part the resulting IEEE Standards publication. The contributor also acknowledges and accepts that this contribution may be made public by IEEE DYSPAN SC. Patent Policy and Procedures: The contributor is familiar with the IEEE Patent Policy and Procedures <http:// ieee802.org/guides/bylaws/sb-bylaws.pdf>, including the statement "IEEE standards may include the known use of patent(s), including patent applications, provided the IEEE receives assurance from the patent holder or applicant with respect to patents essential for compliance with both mandatory and optional portions of the standard." Early disclosure to the Working Group of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair <harada@nict.go.jp> as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within IEEE DYSPAN SC. If you have questions, contact the IEEE Patent Committee Administrator at <patcom@ieee.org>. Slide 1 Mujtaba (Agere), Petranovich (Conexant), Fischer (Broadcom), Stephens (Intel) et. al.

25/02/2019 Introduction The purpose of this contribution is to facilitate the creation of the Draft Table of Contents and the Development Procedure document Draft Table of Contents describes structure of the future draft indicating the key topics to be standardized Draft Table of Contents needs to be approved by the WG Two-thirds (supermajority) vote is recommended Development Procedure document describes guidelines to create P1900.7 draft standard up to starting WG Letter Ballot Development Procedure needs to be approved by the WG Slide 2

25/02/2019 Draft ToC Draft Table of Contents is a set of topics that the WG wants to specify in the P1900.7 draft standard Draft Table of Contents is not the final table of contents Draft standard can be restructured before the WG Letter Ballot Draft Table of Contents describes the consensus of the WG on what shall be described in the draft standard to satisfy the scope of the P1900.7 Slide 3

Development Procedure 25/02/2019 Development Procedure Two key approaches are typically used to create a draft standard Step-by-step contribution No need for development procedure document Downselection Development procedure document is needed Slide 4

Step-by-step Contribution 25/02/2019 Step-by-step Contribution Procedure WG members can cover any topics within the scope of P1900.7 within their contributions If the WG approves a contribution by motion (two-thirds is recommended), it is included in the current version of the draft standard Advantages WG members do not need to allocate large resources to write contributions Drawbacks Difficult to ensure consistency among contributors Difficult to finalize the draft standard Slide 5

Downselection Procedure Advantages Drawbacks 25/02/2019 Downselection Procedure WG members need to contribute one or more full sections WG selects one of the proposals for each section using downselection procedure Example of the procedure is described in https://mentor.ieee.org/802.19/dcn/10/19-10-0029-05-0001-draft- development-process.doc Advantages Easy to ensure consistency among contributors Easy to finalize the draft standard in time Drawbacks WG members need to allocate large resources to write contributions Slide 6
