Advantages of register based census No need for fieldwork – no respondent burden Only few staff needed Significant budget savings Better data quality Improved privacy and confidentiality Frequency – could be produced annually Multi-use of data

What we have done so far? Two working groups are established Signed Memorandum of Understanding with municipality Tivat Five expert visits were realized Enhanced cooperation with Ministry of Interior and Real Estate Agency Analysis of existing registers

Which registers we plan to use for register based Census: Adress register – Real Estate Agency - Cadastral office Central population register – Ministry of interior Register form Tax office Register from Pension fund MEIS register from Ministry of education Registers from Universities Social welfare information – Ministry of labor and social welfare Employment office Other institution

ADRESS REGISTER Real Estate Agency jurisdiction Main users: MONSTAT, Ministry of interior, Ministry of public administration, local government, business sector Data source for address, buildings, households, dwelling Connection with CPR (adress code) Time to establish Address register – 3 years

(Possible) problems: Nationally important questions (nationality, religion, language) Established and functional address register Access to individual data from CPR Content and quality of CPR Content and quality of other registers in Montenegro Linkage all registers

(Possible) solutions: Strong support to Real Estate Agency in establishing Address register Personal ID or statistical ID? MONSTAT or Ministry of interior? Jurisdiction? Continuous work on updating registers and improving quality of data Conduct traditional pilot census (2019)

Next steps Identification of data sources (also for information on persons in institutional households); Quality evaluation of data sources (inclunding, under and over coverage); Identification of missing or incomplete information (work on improvements); Methodology and algorithms – development and description; Quality check of produced (piloted) census topics – using of surveys; New data sources; Identification of necessary imputation (selection of method).

Conclusion For the next population census MONSTAT plans switching to a register based census Two main precondition: Established Address register by Cadastral office No need to produce data about nationality, religion, language on traditional way
