New York City Department of Education Charter Matching – Facilities Upgrades/ Capital Improvements – FY 2014

Charter Requests for Facilities Upgrades - Overview The Chancellor or his/her designee must first authorize in writing any proposed capital improvement or facility upgrade in excess of five thousand dollars, regardless of the source of funding, made to accommodate the co-location of a charter school within a public school building. For any capital improvements or facility upgrades in excess of five thousand dollars that have been approved by the Chancellor, regardless of the source of funding, made in a charter school that is already co-located within a public school building, matching capital improvements or facility upgrades shall be made in an amount equal to the expenditure of the charter school for each non-charter public school within the public school building within three months of such improvements or upgrades. 2

Charter Requests for Facilities Upgrades - Overview For Existing Charter Schools (ONLY): If you have received approval to do work in the prior school year and have performed and completed such work, please note that no new submissions will be accepted for the upcoming school year until all COMPLETION paper work for the prior year is submitted to Office of Space Planning and the Division of School Facilities (e.g. invoices, proof of payment to vendor, etc.). 3

Prioritization of Work Requested: The DOE will approve all priority projects integral to support the basic education of our students. For example, the following would be prioritized and expedited: Network Wiring Upgrades Creating MDF/IDF rooms Upgrading MDF/IDF rooms Lighting upgrades Electrical upgrades SMART Board installation White Board Installation PA system installation Phone system installation Outlets to support administrative function with new co-locations Lock replacements for doors to classrooms in charters dedicated classrooms 4

Prioritization of Work Requested: The following would be considered enhancement work and thus considered and approved only AFTER all requests that support basic education have been considered and approved: Painting Remodeling office/admin space Minor construction/Demo Removal of closets/cabinets in classrooms Removal of bookshelves in classrooms Locker removal Remodeling bathrooms Tiling Installation of water fountains Installation of water filtration system School Sign Installation Door replacements for dedicated charter classrooms 5

Submission Requirements: -Charter Matching Request Form completely filled out: -The request form should be submitted to the Office of Space Planning (OSP) at: All applicable quotes to support project request Third Party Vendor Form (if applicable) Any other relevant, supporting documents -Building Council Notification -Timelines : For any new charter school placements, Charter Operators will be required to submit a request form within 30 business days of on site Space Placement Meeting with co- located school(s). All Charter Operators that are already co-located within a DOE building will be required to submit a request form at least 60 business days prior to when work is scheduled to begin. If proposed work is to be performed by the Division of School Facilities, only those requests received by May 1 st will be targeted for completion prior to the start of the upcoming school year in September. 6

Third Party Vendor Requirements Link: Third Party Agreements and submittals need to include ALL of the following: Scope of work (a description of the work proposed with locations) Estimated cost of the work proposed Material and Equipment Specification to ensure quality Contractor adherence to and acceptance of our Dust Control Protocol Third Party Information Sheet Contractor Insurance Contractor Licenses where required Prevailing wage monitoring for publicly funded work (Charter schools may be exempt from Prevailing Wage requirements for some spaces) SOPM for bidding Certificate of Completion 7

Charter Project Review Once a charter request has been submitted and reviewed, the charter operator will receive written approval or denial from the Chancellor. Notes: If a Third Party vendor is performing the work, the charter operator will need to ensure that all the proper paper work has been filled out appropriately and submitted as required by Third Party guidelines. Without approval of the Third Party Agreement, no work can proceed, even if it has been approved by the Chancellor. If DSF or SCA are performing the work, work can begin immediately, with the approval letter from the Chancellor. 8

Charter Project Progress and Completion Once work has begun, representatives from the Division of School Facilities (DSF) will check in from time to time for updates on progress of the project. Upon completion of the project, the charter operator MUST notify the custodian and Deputy Director of the Facility, as well as, the Charter Schools Office of the date of completion and the final cost of the project. 9
