State support of automobile manufacturers in Russia 2010 Maintaining the 2009 level (~$660m) of the state purchase of motor vehicles for health care, educational institutions, maintenance of the public order, elimination of emergency situations, and defense. 2. Subsidizing from the state budget 2/3 of crediting rate for loans given to individual car buyers. 3. Subsidizing from the state budget 1/3 expenses of municipal authorities related to purchase of buses and municipal engineering equipment. 4. Extension of the scrappage incentive programme for trading-in over 10-year old cars and LCVs from 200,000 units to 400,000 units and transfer of the programme to 2011. 5. Creation of special economic zones in automotive industry clusters (Yelabuga, Tatarstan in 2007; Togliatti, Samara Region in 2010). 6. Implementation of ‘car industrial assembly’ programmes (17 OEMs including Ford, Volkswagen, Toyota, Nissan, GM, PSA, etc.).

Further development of the programmes for OEMs expanding car output up to 300,000 units a year and establishing production of 250,000 engines and 500,000 transmissions a year. 3.
