Context of PHE in Europe Experiences from POLAND

Intro – PHE in POLAND VET PHE Study programmes on levels 6,7,8 of the PQF (EQF) can be offered as academic or professional Practical profile study programmes can be offered by all types of HEI VET PHE Ministry of National Education Secondary: level (NQF3-4): vocational schools, secondary technical schools Post-secondary level („szkoły pomaturalne”) Centres for Practical Education (Centra Kształcenia Praktycznego) KOWEZIU (http://www.koweziu.edu.pl/) Ministry of Science and Higher Education 2 types of HEIs (academic and professional) 2 types of study profiles (general academic and practical) Level 5 - only for PHE in the New Legal Act Level 6 7 , 8 - both profiles (e.g. „industrial doctorate”) Kasia

Main Challenges to PHE 1. REGIONAL DEVELOPMENT National Strategy for Sustainable Development (e.g. Package for Medium-Sized Cities), At the institution level: student career office activities, labour market monitoring, periodic reports on the selected sectors. Strong emphasis on the PHE role for a regional development in the Legal Act 2.0 2. PROMOTION OF PHE IN RESPONSE TO SKILL SHORTAGES As a feedback new programs and modules are being introduced. 3. ORGANISING AND MONITORING STUDENT PLACEMENTS Creating and funding new curricula and study programms Apprenticeship Model Program started three year ago focuses on strong feedback from a hosting institution. 4. PERSONALISED LEARNING ENVIRONMENTS Still not developed enough because of the financial conditions in PHE institutions ja

Main Policy Priorities for PHE The new Law on Higher Education and Science: Recognises and defines Professional HEIs Highlights the fact that PHEIs conduct teaching taking into account needs of their socio-economic surroundings Enhances the practical profile of studies Concrete actions stemming from the legal act: Extention of the duration of apprenticeship to 6 months for the practical profile studies at first-cycle and long-cycle master degrees, Dual studies Industrial doctorate programme „Excellence in teaching” initiative – additional funding for up to 15 Professional HEIs for improving the quality of teaching in programmes with practical profile. kasia
