LSI-VC Mission Statement The Land Surface Imaging Virtual Constellation exists to maximize the value derived from CEOS Agency land surface imaging assets and activities by providing an overarching coordination role.   The responsibility of the LSI-VC is to facilitate coordinated and optimized land surface imaging contributions from CEOS agencies to enable access to fundamental measurement products in support of confirmed/validated requirements linked to adopted CEOS priorities. These priorities are typically derived from key stakeholders, such as UN agencies/programs and GEO.

LSI-VC Terms of Reference – Implementation Horizon Revised 3-Year Horizon 5-Year Horizon Space Segment Aggregate and analyze multiple sets of validated, domain-specific requirements to identify gaps and opportunities for optimization and improve interoperability and complementarity   Optimize and harmonize CEOS Agency global data collections, as much as possible. Harmonize acquisition plans across major international land surface imaging programs to support validated domain-specific requirements Ground Segment and Information Systems Explore architectures for future distribution that would potentially enable the analysis of very large land surface imaging datasets, trialed across at least three nations/regions Stimulate an environment conducive to the creation of analysis-ready data to enhance usage and exploitation of the CEOS data portfolio for land surface imaging Establish the framework for an architecture network for analysis of very large land surface imaging data sets Products and Services Produce 1-2 compatible, non-domain-specific measurement products derived from one sensor and produced by multiple agency systems Produce 4-5 compatible, non- domain-specific measurement products derived from 3-4 sensors and produced by multiple agency systems

LSI-VC CEOS Work Plan Updates Suggested Updates VC-26: Pilot approaches to conducting integrated assessments of gaps/opportunities in asset usage Change text to: Identify candidate thematic area to conduct a requirements assessment as a prototype using the GEOGLAM process. This shall include gap/assessments, mission suitability and data access/availability. Q4 2018 Discuss in Session 5 VC-30: Interoperability case study for Landsat and Sentinel-2 Change to: While monitoring existing MRI efforts by agencies, develop the long-term plans and actions for MRI, as well as identify any expansion of MRI to other sensors. LSI-VC CEOS Work Plan Updates Suggested New Maintain the CARD4L Product Family Specifications (PFS). Publish the first versions of the PFS for Surface Reflectance, Land Surface Temperature, and Normalised SAR Backscatter at LSI-VC-5 (February 2018). There is an ongoing task to update the existing PFS and to develop new PFS as needed. Due: ONGOING TASK (the v1.0 PFS will be released in Q1 2018 via http://ard.ceos.org) Discuss in Session 3b

LSI-VC CEOS Work Plan Updates Suggested New (continued) CARD4L Product Assessment Framework Define how a formal process for the assessment of products as CARD4L will be completed including: how the CARD4L PFS are to be used, roles and responsibilities, how feedback on the CARD4L Framework generated through this process is handled, promotion of CARD4L datasets, etc. Due: Q3 2018 Discuss in session 3b

LSI-VC CEOS Work Plan Updates Suggested New (continued) CARD4L Implementation Capture the benefits and determine the cost-benefit of CARD4L for data suppliers. Explore mechanisms to gather feedback from users to providers on the benefits of and potential improvements to CARD4L datasets. CARD4L promotion. Encourage the development of CARD4L compliant datasets (incl. for CEOS FDA activities). Encourage data providers to assess their products as CARD4L. Develop an online list of CARD4L datasets, including their level of maturity. Use the CEOS / CARD4L website to showcase examples of CARD4L products. Collect examples of the uptake and application of CARD4L. Communicate CARD4L in workshops, conferences and Journals. Prepare a target roadmap for CEOS agency CARD4L production. Discuss in Session 3a
