مقدمه تکنولوژی فناوری اطلاعات این امکان را به انسان می دهد که در فضا های مجازی ورود، ذخیره، بازیابی اطلاعات به راحتی انجام شود. کنسرسیوم World Wide Web که سازمان اصلی استانداردهای جهانی است.یکسری قوانین در encoding اطلاعات بصورت الکترونیک را ارائه داد.که به آن XML می گویند. اهداف توسعه این استاندارد سادگی، عمومیت و قابلیت استفاده از آن در اینترنت می باشد.

با توجه به موارد فوق و آگاهی ما در زمینه استفاده از سرویس های مبتنی بروب که امکان دسترسی و انتقال اطلاعات را به بانک های اطلاعاتی دیگر در اختیار ما قرار می دهد و با پیشنهاد معاونت محترم تحقیقات و فناوری برای استفاده از این تکنولوژی جهت ایجاد سامانه ملی اطلاعات علمی و فناوری که امکان ارزشیابی دانشگاه ها را بصورت الکترونیک ممکن خواهد ساخت برآن شدیم که بانک های اطلاعاتی متفرقه موجود در دانشگاه را با فرمت XML وارد سامانه ملی نمائیم.

مراحل اجرا پروژه در تاریخ 4-2-1387 طی قراردادی برای ایجاد سامانه ملی مدیریت اطلاعات علمی و فناوری شروع شد. ولی بدون داشتن بانک های اطلاعاتی بروز ایجاد این سامانه امری بیهوده جلوه می کرد بنابراین موارد ذیل با حداقل امکانات برنامه ریزی و اجرا شدند. تکمیل بانک های اطلاعاتی دانشگاه پایان نامه ها(نرم افزار پارس آذرخش) بروز رسانی آرشیو الکترونیک مجله علمی پژوهشی ایجاد بانک اطلاعاتی زندگینامه اعضای هیئت علمی خریداری و نصب سامانه طرح های پژوهشی

دریافت خروجی از بانک اطلاعاتی بدون داشتن مبدل های نرم افزاری ورود اطلاعات از بانک های اطلاعاتی به سامانه ملی امکان پذیر نمی شد. بنابراین مبدل های نرم افزاری روی بانک های اطلاعاتی نصب گردید. با استفاده از این مبدل ها (خروجی ها )اطلاعات به صورت روز آمد در سامانه ملی قرارمی گیرند.

ایجاد بستر مناسب بدون داشتن بستر مناسب امکان بکارگیری بانک های اطلاعاتی امکان پذیر نمی باشد. از این رو با استفاده از سیستم های VPN و Wireless نقاط مختلف در دانشگاه به هم وصل گردید. ایجاد سخت افزار با توجه به کمبود بودجه با حداقل امکانات بانک های اطلاعاتی خریداری شده روی سرور ها نصب و ورود اطلاعات صورت گرفت.

سرمایه گذاری در استفاده از فناوری اطلاعات و همچنین در پروژه مزبور الزام توجه به موارد ذیل را می طلبد. انسجام در تصمیم گیری و تعهد در پیگیری آموزش پرسنل اختصاص هدفمند منابع مالی و سرمایه ای
