Agenda All Home Governance Single Adult Homelessness Action Plan Next Steps

All Home Governance – Consultant Recommendations Restructure All Home Board/Exec to remove conflicts of interest and be action-oriented; make Exec Committee all funders Redefine the Funder Alignment Committee to implement All Home Board/Exec funding decisions (rather than decide) Continue to convene stakeholders to provide input and make recommendations to All Home Board/Exec Restructure system functions (HMIS, CEA, Data/Evaluation) to be directed by All Home Board/Exec via All Home Clarify role of All Home Director/Staff as implementers of All Home Board/Exec decisions Slide 3 This foundation now enables Houston to simultaneously address each subpopulation served by the homeless response system, supported by an oversight committee and funder and stakeholder workgroups.

All Home Governance – Proposed Coordinating Board System Committees (HMIS, CEA, Data, Funders) Population Affinity Groups (All Populations, YYA, Families, Singles, Vets, Chronic) People with Experiences of Homelessness (CAC, Focus Groups, Surveys) Action Plan Workgroups (Rare, Brief/One-Time, Community, Race/Equity) Single decision-making body (previously three: CB, Exec, and Funder) Simpler to understand for all stakeholders, and more transparency about how/where decisions are made CB is accountable to drive system change and funder alignment CB relies on expertise from providers, consumers, system partners and best practices to advise on policy and changes System Committees and Action plan workgroups work nimbly to implement

Funder Implementers Including HMIS, CEA, Data and Evaluation, and Funders Meet monthly and, aside from the Funders group, membership consists of a mix of funders, providers, current/former homeless individuals, and system partners Accountable for ensuring seamless regional response within core system functions. Charged with implementation of system functions with direction set by the Coordinating Board System committees to be staffed by All Home or partners Slide 3 This foundation now enables Houston to simultaneously address each subpopulation served by the homeless response system, supported by an oversight committee and funder and stakeholder workgroups.

Provider Affinity Groups All Home Governance: Provider Affinity Groups Population Affinity Groups Youth/ Young Adults Families Single Adults Veterans South County East County Regular open convenings of providers and system partners including settings for all populations as well as specific to populations (not membership driven) All population meetings will occur regularly and focus on review of data and collection of input and feedback on all aspects of the homeless crisis response including core system functions like HMIS and CEA, and key interventions such as permanent supportive housing, rapid re-housing, diversion, and cross-system partnerships Population specific groups (YYA, Families, Single Adults, Veterans, etc.) will convene regularly to review population-specific data and new strategies and weigh in on the implementation of population specific initiatives. Input and recommendations from all Affinity Groups will be shared with the Coordinating Board and with the relevant Action Plan Workgroups Population Affinity Groups to be staffed by All Home Slide 3 This foundation now enables Houston to simultaneously address each subpopulation served by the homeless response system, supported by an oversight committee and funder and stakeholder workgroups.

Current/Formerly Homeless All Home Governance: Current/Formerly Homeless People with Experiences of Homelessness Consumer Advisory Council Focus Groups Surveys Increased community engagement efforts to expand opportunity for input and recommendations from people who are currently homeless or have experienced homelessness in the past Engagement will include a variety of opportunities for involvement in addition to the existing Consumer Advisory Council and specific attention to geographic and demographic diversity Staffed by All Home Slide 3 This foundation now enables Houston to simultaneously address each subpopulation served by the homeless response system, supported by an oversight committee and funder and stakeholder workgroups.

Ad hoc workgroups will form as needed and will range from very temporary (1-3 meetings) to more ongoing groups All Workgroups will align with the core goals of the All Home Strategic Plan (including Rare, Brief/One-Time, Community Engagement, and Race/Equity) Workgroups are charged with implementing the strategies set by the Coordinating Board Workgroup members are determined informally based on the expertise and action needed Workgroups will be staffed by All Home or partners

All Home Governance: Next Steps October 4: Executive Committee meeting Reviewed proposed governance restructure. General agreement on the proposal and interest in review and feedback from the Coordinating Board prior to formal affirmation or recommendation to CB. October 5: Coordinating Board meeting Provided input and recommendations on proposed structure and requested Executive Committee to present revised proposal with consideration of input for next meeting.
