Overview of the WMO Integrated Global Observing System (WIGOS) Sue Barrell, Australia, Co-Chair, ICG-WIGOS Bertrand Calpini, Switzerland, Co-Chair, ICG-WIGOS Thanks to all of the experts across all TCs and the PO staff who have collaborated and contributed to the tremendous WIGOS effort over the last year – a great variety of activities, domains, experts, users - such as the Impact Assessment workshops and follow up, the new Cloud Atlas, Aircraft-based Observations, buoy vandalism, data and partnerships, and many more. Just a snapshot. The number and variety of decisions and resolutions is an indication of the variety of activities, but is really only the tip of the iceberg.

The WIGOS Pre-Operational Phase (2016-2019) Approved by Cg-17 in 2016 Increased emphasis on regional and national activities Five main priority areas: WIGOS Regulatory Material, supplemented with necessary guidance material WIGOS Information Resource, including the Observing Systems Capabilities analysis and Review tool (OSCAR), especially OSCAR/Surface WIGOS Data Quality Monitoring System (WDQMS) Regional Structure; Regional WIGOS Centers National WIGOS Implementation, coordination and governance mechanisms Framework for WMO to define and manage the weather, water, and climate observations required to support its programmes. WIGOS enables the integration of data from a diversity of observing systems into a composite set of observations to support a broad range of WMO applications areas.

I. WIGOS Regulatory and Guidance Material New version of Manual on WIGOS (Cg-18) Integration of the Manual on the Global Observing System which will then be retired; this is a very challenging task! Revised and updated WIGOS Metadata Standard Regional Basic Observing Networks (RBON) replacing current RBSN and RBCN Guide to WIGOS (EC-69, EC-70,…) OSCAR, WDQMS, WIGOS station identifiers, national partnership development, WIGOS readiness, “how to” on national WIGOS implementation,… What and how Work on a new version of Manual on WIGOS to be ready for Cg-18 Keeping Manual on GOS up to date, while integrating it in Manual on WIGOS RBON – concept endorsed by CBS-16; standards, procedures, best practices being drafted for inclusion in Manual by 2019

II. WIGOS Information Resource - OSCAR OSCAR/Surface Operational since 05/2016 Education and training and development of machine to machine interface are the main challenges OSCAR/Space New version released 06/2016 Resourcing for maintenance and operations unresolved OSCAR/Requirements Working actively with GAW, GCOS, WCRP on capturing their application areas and requirements Workload of main expert team IPET-OSDE keeps increasing Increasing focus on responsibilities for oversight and for further development of OSCAR

III. WIGOS Data Quality Monitoring System Pilot project with NWP centers (ECWMF, NCEP, JMA, DWD) progressing well; near-real time 24/7 monitoring of data flow and data quality Demonstration project on incident management underway with involvement of Kenya and Tanzania Integration of GAW, GCOS, WHOS and GCW monitoring efforts to be discussed at WDQMS Workshop in June 2017 Re-use existing systems and information to kick start Data Quality monitoring Looking also at role of global monitoring centres, such as the WMO Global Data Centre for Aircraft-based Observations, and how to build on the experience of established centres such as JCOMMOPS

IV. Regional WIGOS Centers Why? Many requests for support for national implementation efforts; can be addressed more efficiently and effectively at regional level What? Initial role of RWC will be to support national WIGOS Implementation efforts, OSCAR/Surface; ensuring metadata input and QC WDQMS; especially fault management component How? To be decided by Regions - will likely take place primarily at the sub-Regional level Pilot RA-VI (Europe) RWC implemented in pilot mode Indications of interest from many countries in various Regions RWC implementation meetings planned to be held in all Regions in 2017-2018 Resourcing the RWC is a challenge Defined mandatory and optional functions – key to success of the Data Quality monitoring system is the ability to provide feedback AND to track follow up. Regionally driven approach

V. National WIGOS Implementation (supported by all other priority areas) Secretariat support for observing system assessment and WIGOS implementation on individual basis (Mozambique, Niger, Senegal, Kingdom of Saudi Arabia …) Many requests for support; limited resources to respond TT-WDP: Guidance on WIGOS Data Partnerships Work is uncovering numerous lingering unresolved issues related to data policy for WIGOS ICG-WIGOS and WIGOS Project Office: Guidance on step-by-step implementation of WIGOS TT-DPM - guidance related to incorporating and sharing observations from non-NMHS sources into the WIGOS framework. It highlights the potential benefits and challenges of data from non-NMHS providers, and clarifies the roles and expectations of NMHSs in integrating these data in compliance with WIGOS technical regulations. Technical and relationship issues. CBSLR-EDI Not just adding in external AWS, but also GCW, GAW etc
