Administrative Activities Program Update Medi-Cal Administrative Activities Program Update TPAC May 10, 2018

Background Medi-Cal – California’s Federal Medicaid health care program. Provides free or low cost insurance for income disadvantaged County Based Medi-Cal Administrative Activities (CMAA) Program – Assists in the administration of the Medi-Cal program by improving the availability and accessibility of Medi-Cal service to Medi-Cal eligible individuals Non-Emergency Medical Transportation services, such as paratransit, are eligible for reimbursement CMAA program is administered by L.A. County Department of Public Health Background: Medi-Cal is California’s Medicaid health care program. Medi-Cal provides free or low cost insurance for adults, children and persons with disabilities who are on limited income. There is a program within Medi-Cal called County based Medi-Cal Administrative Activities Program or MAA for short. The MAA program assist Medi-Cal recipients by improving the availability of Medi-Cal services to eligible individuals. One type of program that qualifies is Non Emergency Medical Transportation. As the ADA complementary paratransit provider, it can ben assumed that Access is currently providing NEMT to some Access customers who are currently on Medi-Cal program. The MAA program is administered by the L.A. County Dept. of Public Health

Background CMAA Program is a potential source of revenue for the agency Other transit agencies in Southern California participate: San Diego Metropolitan Transit System (SDMTS) Riverside Transit Agency (RTA) Gold Coast Transit in Ventura County OmniTrans in San Bernardino County Agencies are eligible to receive a percentage of costs back from the federal government for transporting Medi-Cal eligible individuals to Medi-Cal covered services Given that NEMT services are eligible, the MAA program can be a potential source of revenue for the agency In fact, other transit agencies in Southern California already participate. These are: San Diego Metropolitan Transit System Riverside Transit Agency Gold Coast Transit in Ventura County, and more recently OmniTrans in San Bernardino County The MAA program allows agencies to receive a percentage of the costs back from the federal government for transporting Medi-Cal eligible individuals to eligible services.

Program Development Received Board Approval on May 23, 2016 to start collecting Medi-Cal ID Numbers from new/renewal applications Draft MOU received in March 2018 Potential reimbursement up to several million per year Staff has been working with a consultant and County staff for at least two years. Staff received Board Approval on May 2016 to start collecting Medi-Cal Id numbers from new/renewal applications Last month, Access staff received the Draft MOU from the County to participate in the program. Potential reimbursement is up to several million dollars per year.

Next Steps On-going discussions with County staff to implement necessary processes to ensure Access is reimbursed for eligible trips Access to ask for Medi-Cal ID numbers when a customer calls to make a reservation Staff will cross check pickup/drop-off address to ensure it is a Medi-Cal eligible facility Continue discussion with County to finalize the contract. Billing and Auditing procedures Direct Call Takers to ask for Medi-Cal Id numbers at the time of a reservation Cross check pickup/drop-off address to ensure it is for a Medi-Cal eligible service
