API 17Q – Subsea Equipment Qualification Update for SC 17 Winter Meeting

Background SC17 2015 Summer Meeting Minutes – “The task group agreed that there is a need for a standalone document on “qualification” or new “Q” for Technology Qualification (17Q), with all work completed by committee volunteers.” “The API 17N task group is to remove Annex F, New Technology Qualification, out of 17N and should be in “new” 17Q” API 17N draft includes guidance on Technology Qualification in Annex B, D and F. Much of this content is expected to be removed from 17N and incorporated into 17Q as appropriate. Current 17Q provides minimal process guidance and is primarily focused on documentation for equipment qualification

Status Astrimar completed a report with suggested content for the new 17Q. Reviewed and used report as starting point. Task Group of 25+ people Agreed table of contents and assigned section leads. Developed a draft flowchart to determine type of qualification recommended Developed an draft flowchart for the qualification process SRRR written and submitted

Intent of Revised 17Q What: Provide operators and vendors with a standard process for qualifying new technology and extensions of existing technology. How: By providing a practical, easy to follow guide for qualifying technology; utilizing content from other codes and standards, where possible. Resulting in…. Aligned industry expectations and approach (step toward standardization) More efficient qualification (cost and schedule) More reliable operation Improved regulatory and other stakeholder confidence Industry motivation to innovate. Add value to all parts of the supply chain

Level of Detail From Astrimar’s Report - Summary: The document should not be complex – suitable for subsea engineers, not reliability experts The document should reference other documents to limit the scope of 17Q.

Document Timeline Goal is to draft 17Q in parallel with 17N completion to simplify the transition of content. Now through April – Develop draft, hold two interim meetings to review progress. Second Quarter 2016 - Draft complete for “Comment Ballot” Third Quarter 2016 – Draft complete for “Voting Ballot” Aggressive? – The task group has a great start an good momentum. Much of the content should come from 17N
