WMO … Into an integrated, comprehensive and coordinated system to satisfy in a cost-effective and sustainable manner the evolving observing requirements of WMO Members, while enhancing coordination of the WMO observing system with systems operated by international partners. It integrates observations from multiple platforms for a better understanding of our environment. 11/16/2018 2 2 2

WIGOS is about … Improved management of observing system meeting users requirements derived from a services delivery perspective, utilizing QMF principles and implemented through a continuous improvement process. WIGOS is not a new observing system; It is not just a collection of the existing observing system; WIGOS will add a value to the present WMO observing systems through improved Management of observing system based on meeting users requirements derived from a services delivery perspective, utilizing QMF principles and implemented through a continuous improvement process to: - Maximize the return on investments in observations; - Increase optimization and utilization when developing future observing systems. 11/16/2018

How WIGOS will work Implementing a framework for: Better governance, Improved management, Integration & optimization of the present observing systems, Enhanced collaboration with Partners; Lessons learned & experiences gained from WIGOS Demonstration & Pilot Projects have been used in the Road Map for WIGOS. Some of them will be presented in the third presentation on the JCOMM Project. A top priority in the implementation of WIGOS will be to ensure a sustained and strong governance framework and improved management efficiency at all levels. Integration at different levels with a holistic approach to meeting requirements and optimized evolution of the present observing systems. WIGOS addresses an urgent need for strong collaborative mechanisms. 11/16/2018

How WIGOS will work Observing Requirements driven, Regions Priorities respected, International Standards & Best Practices utilized, Quality Requirements met, Quality Management System implemented, Capacity Building requirements and training activities reflected; The development of WIGOS will be requirements-driven. Priorities and needs of the Regions as well as differences among them will be respected. WIGOS will use standards and best practices to take advantage of ongoing rapid progress in technology as shown by one of the previous slides. Meeting quality requirements and expectations of users is critical for the success of WIGOS. Capacity building includes also human resources development, resources mobilization, communications and outreach activities as well. 11/16/2018

Who will build WIGOS Members; Regional Associations; Technical Commissions; WMO Secretariat; Partner Organizations; All these are the key players in WIGOS Implementation. Close cooperation and coordination at the technical, operational and administrative levels will be essential. Let me say some words about each of them … 11/16/2018

Who will build WIGOS Technical commissions: Technical support to Members through: drafting standards & best practices and development of WIGOS related manuals, guides & guidelines; TCs will play a vital role in providing technical support to Members in the evolution of their observing systems and technologies, and in enhancing their ability to identify and share data and products and use observations in the delivery of services. This will be done through the development of guidance on the design and evolution of WIGOS observing components, the publication of WMO regulatory material, and the drafting of standards and best practices. 11/16/2018
