MIC Committee Discussion Kathy Anderson March 2016 MIC Meeting

MIC Purpose Statement The purpose of the MIC is to advise and make recommendations to the WECC Board of Directors (Board) on the development of consistent Market Interface practices and compatible commercial practices within the Western Interconnection. Market Interface involves all interactions among market entities and entities responsible for reliable grid operation related to transmission service and physical delivery. Commercial Practices include the products and practices involved in trading electricity, including the interaction among market entities that does not affect or require assistance from entities responsible for reliable grid operation.

MIC Duties Coordinate and communicate with the Operating Committee, Planning Coordination Committee, appropriate WECC groups, and other organizations active within the Western Interconnection in fulfilling its responsibilities. Evaluate the impact of relevant reliability standards, criterion, guidelines, practices, and procedures on the commercial electricity market in the Western Interconnection. Develop recommendations as necessary concerning the standards, criterion, practices, and procedures in a manner that recognizes commercial sensitivity and does not unnecessarily inhibit the efficient competitive electricity marketplace. Evaluate the impact of relevant Commercial Practices on electric system reliability. Develop recommendations as necessary to address Commercial Practices that pose reliability concerns within the Western Interconnection.

MIC Duties Facilitate discussion and training for entities within the Western Interconnection on NERC, NAESB, WECC, regulatory, and commercial entity standards, criteria, guidelines, and practices. Provide a forum through which WECC members can be informed of and participate in NAESB Business Practice Standards development. Identify issues and develop recommendations for regional criterion, guidelines, practices or procedures to establish consistent regional Market Interface and Commercial Practices where needed; for example, scheduling, e-Tagging, OASIS, etc. Identify potential seams issues between ISOs and other entities in the Western Interconnection and develop recommendations to address these issues.

MIC Duties Administer programs and procedures assigned to the MIC (e.g., the Seams Investigation Trigger and Remedy Process Document). Provide a forum for parties to discuss Market Interface and Commercial Practice issues affecting the Western Interconnection and develop recommendations to address these issues. Perform such other functions as may be assigned or delegated from time to time by the WECC Board of Directors.

4.9 Review Each committee to review structure. Work Products MIC has only one existing subcommittee – MSIS Do we continue with this subcommittee or do we move towards task force specific work? Work Products Need to identify the work products that MIC is responsible for. Review the value added of MIC Review/Discussion of future vision of MIC
