Reforming Welfare?

AFDC Aid to Families with Dependent Children A federal assistance program in effect from 1935 to 1996 created by the Social Security Act (SSA) and administered by the United States Department of Health and Human Services that provided financial assistance to children whose families had low or no income. Aid was given to all that qualify.

TANF Temporary Assistance to Needy Families TANF was created by the Personal Responsibility and Work Opportunity Act instituted under President Bill Clinton in 1996. The Act provides temporary financial assistance while aiming to get people off of that assistance, primarily through employment. There is a maximum of 60 months of benefits within one's lifetime, but some states have instituted shorter periods. Under the new act, TANF recipients are required to find a job within 24 months of receiving aid.

Do People ABUSE Government Assistance?

Shocking:

“It is not enough to provide material relief to those experiencing extreme deprivation. We need to craft solutions that can knit these hard-pressed citizens back into the fabric of their communities and nation.”

Solutions Government Subsidized Jobs -TANF Emergency Fund (Private) -Works Progress Administration -National infrastructure (Road Work, IT, etc.) -Public Services (Libraries, DMV, Parks, USPS) -Counters (Employer Rights Not Employee Rights)

Solutions Minimum Wage -Conflicting Studies/Time Will Tell -More Cash in Pocket -Counters (Greedy Cities vs. Benevolent Cities)

Solutions EITC -Income earned from employment -Human element -Savable

Solutions Subsidized Housing -No Incentive to Improve Poor Communities Housing -30% Income on Rent (ex. SF $13/hr x 40 hour x 52 weeks = $676 a month). -Rent Control -Funding the National Housing Trust for Building Affordable Housing -Stigma of Government Subsidized Housing (Projects, Section 8, etc)

Solutions Non-work Waivers -Sexual Abuse -Medical Issues -More Creative On Work Requirements -Going to College (GI Bill) -Part Time with Therapy for Mental Health Issues

Solutions Education -Health Issue (Smoking, Sugar, Sex Ed.) -Employee Rights (Overtime, Illegal activities, etc) -Education about available aid (advocacy groups, emergency childcare, free or low cost services) -

Would these solution help get people the aid they need without becoming dependent?
