Types of HSIP Projects VDOT Business Plan Action Item 3.2.3 States: Systemic Highway Safety Project – A project that consists of a lower-cost/high-benefit highway safety countermeasure that is deployed at multiple higher-risk roadway locations to address a particular crash type. Systemic projects rarely involve reconstruction of the existing roadway features. Typical lower-cost safety countermeasures range from $1000 to $100,000 per treated location. Spot Highway Safety Project – A project that deploys a safety countermeasure or countermeasures at a single location or along a single corridor on the highway network. The scope of work often involves reconstruction of existing roadway features or construction of new features such as turn lanes or new travel lanes. Typical cost to treat a single location is much higher than the individual cost of a single location within a systemic project. Costs for spot projects can vary widely but are generally in the $100,000 to $10,000,000 range. Spot Highway Safety Project Systemic Highway Safety Project

Systemic Low Cost Safety Countermeasures Examples: Retroreflective Backplates High intensity Activated Crosswalk Beacon Flashing Yellow Arrow Ped Refuge Islands Cost:$20K/intersection CRF:36 % of left turn angle crashes, 15% of total crashes Cost: 5-7K/intersection CRF:15 % of all intersection crashes Cost: HAWK Signal: $90-120K per location CRF: 29% Total Crashes, 69% Ped Crashes. Cost: $20-30K/location if no R/W needed CRF:Ped crash by 46%40-45 % of all crashes FHWA proven safety countermeasure

Systemic Low Cost Safety Countermeasures Examples: Rumble Strips/Stripes Curve Delineation Road Diets Safety Edge Cost: $7K/mile – center line RS, $12K/mile – shoulder RS CRF: 44-64% - center line RS, 36% - shoulder RS Cost: $5K/location CRF: 30-50% of all crashes Cost: $20-30K/mile for pavement marking changes CRF: 29% of all crashes Cost:$536-$2,145K per mi for both sides of the road CRF: 20% in total crashes. FHWA proven safety countermeasure

Guideline and Development The Systemic Tool provides the process and outlines to select systemic safety improvements and projects. The Systemic Tool provides a framework for determining a reasonable funding distribution between spot safety and systemic safety improvements, and discusses the evaluation of systemic safety programs.

CMF’s Clearinghouse Star Quality Rating based on a scale 1 to 5, where 5 indicates the best rating. We recommend highest star rating and use engineering judgement to select the suitable CMF value. We are working on developing VA specific CMF value. CMF should be selected based on the applicable severity and crash type. CMF should be applied only to the severity/crash type for which they were developed.
