Holt Deputy Secretary Ellington Churchill, Jr. Saturday, October 13, 2018 Using HOME and other Programs  for Vulnerable Populations Tuesday, March 15, 2016 Dayna Harris, Group Home Program Manager Hi, my name is Dayna Harris, Group Home Program Manager, at the Maryland Department of Housing and Community in the division of Community Development Administration-Single Family.

Purpose of group home program To construct or acquire a new group home or to acquire and modify existing project to serve as a group home or assisted living unit for eligible persons and households with special housing needs….

Maryland Group Home Application Group Home Program 3- types of Group Home Programs: HOME Interest Rate at 0% Non-entitlement jurisdictions, wavier available Limited to 501 c 3 Community Housing Development Organization (CHDO) Licensed by the state, if applicable Credit and financial qualified Group Home Financing Program (GHFP) Interest Rate: 0-7% Open to Individuals, LLC, and Nonprofits $300 application fee Equity Contribution: Nonprofit 5% Others 10% Special Housing Opportunities Program (SHOP) Interest Rate based multifamily bond market Limited to 501 c 3 organization Single Family Home, only $300 application fee, up front Mortgage Insurance Premium (MIP)of 2.75% of loan amount Equity Contribution: Nonprofit 5% Others 10% Two years of experience and licensed by the state, if applicable Located in Priority Funding Area (PFA) Maryland Group Home Application Group Home Program (GHP): The goal of the Group Home Program is to help qualified individuals, limited partnerships, and nonprofit organizations to construct or acquire a new group home or to acquire and modify existing project to serve as a group home or assisted living unit for eligible persons and households with special housing needs , means individuals with disabilities or special housing needs-including those who are developmentally or mentally disabled, physically or mentally handicapped, elderly, or juveniles in need of direct supervision, or otherwise in need of assistance due to personal characteristics or circumstances -or to refinance mortgages on existing group homes. The Department uses both state funds from the Group Home Financing Program (GHFP), the proceeds from the sale of tax exempt mortgage revenue bonds fund the Special Housing Opportunities Program (SHOP) and HOME funds. Program Requirements: GHFP- Qualified individuals, limited partnership, and nonprofits SHOP- 501 c 3 and two years of relevant experience- Single Family Only HOME- 501 c 3 & Community Housing Development Organization (CHDO)

Maryland HOME Group Home Program One of the objectives of Maryland HOME Group Home Program Facilitate nonprofit ownership of group housing for income eligible persons Group Home Common, shared, or independent living Supportive services or 24-hour care DHCD-HOME program provides a 30 year deferred loan with 0% interest rate. HOME is gap financing to assist the sponsor in the development of group homes. The sponsor brings little to no money to closing. All mortgage products are rent and income qualified. HOME funding is used to finance 3 to 4 group homes each year and meet our 15% CHDO requirement.

Partnering for the development of a Group Home DHMH Department of Health and Mental Hygiene DHCD Department of Housing and Community Development Sponsor- Main Street Housing, Inc. Sponsor has a partnership with the Department of Health and Mental Hygiene (DHMH) thru the Department of Disabilities Administration (DDA). The Sponsor is licensed by the Department of Health and Mental Hygiene (DHMH) to provide Alternative Living Unit (ALU). DDA may provide operating income and grants with conditions for developing single family housing to be used as a group home, as permanent supportive housing. Most of our Sponsors provide 24-hour care, which includes but not to limited personal care, housekeeping and food preparation. For Main Street Housing, Inc., they provide third-party referral of supportive services in conjunction with property management services, focusing on self-sufficiency- tenancy, not patient.

A veteran of the public mental health system, he recognized an opportunity to both improve the quality of life for countless individuals and families and to help transform how the sector conceptualized of housing for people with disabilities.   Housing opportunities for people with psychiatric disabilities and low income have been tied to their participation in mental health services. This creates a paradox: achieving more independence and psychiatric wellness can place a person's housing in jeopardy. Main Street Housing, Inc. launched a consumer-run organization with an effective and recovery-based model for the development of affordable, independent housing in the community – one that allows people to be tenants, not patients. Main Street Housing, Inc. was incorporated in 2001. Main Street Housing, Inc. believes that stable housing provides hope for residents by giving sense of responsibility and the secure and community.
