New IFSP – Policy and Procedures Update Policy & Procedures Update At-Risk Eligibility Category At-Risk IFSP – Not currently being used at NCES Inclusive list At this time, all children will continue to go through the initial eligibility evaluation for child outcomes purposes Although scores do not indicate a developmental delay, these children remain eligible for Early Steps until their diagnosis is cleared by a medical professional or have passed 3 consecutive developmental assessments Diagnosis must be documented by a medical professional and filed in the child’s record Child will likely not have a provider assigned Development will be monitored by Early Steps Provider may be used to conduct developmental surveillance

A. A child is eligible based on an at-risk condition if the child has a physical or mental condition known to create a risk of developmental delay. B. Written confirmation from a licensed physician is required to establish at-risk eligibility and must be in the child’s Early Steps record. C. Services for infants and toddlers with a physical or mental condition known to create a risk of developmental delay will include the following: Individualized family support planning;Service coordination; Developmental surveillance; andFamily support.
