Planning Phase Engineering design for minimizing future clearance / outage Two construction seasons (clearance driven) Pre-engineering meeting Access plan / ROW Unit pricing versus time & material Environmental Endangered species USACE property permitting / remediation approval Eng design: DE outside station minimizes station outage for pulling rig. Location of switches in station minimizes outages for future additions. Pre-eng: Constructability versus design. Is design conducive to minimizing clearance. Is it feasible? Does it require a mobile or can we do it without a mobile? Endangered species: ID methods of performing work/seasons allowable. Design Phase Create work sequence drawings Mobile bypass / line bypass Coordinate with Distribution for load transfer options Continuous vs daily clearance Identify work that can be done without equipment clearance Coordinate Oncor / Contractor work under same clearance. Ex: line rebuild, terminal upgrade Coordinate with City / Municipality events director Identify where a mobile bypass or line bypass will be required or will substantially shorten clearance requirements. Load transfer options with Distribution can drive the timing and sequencing of a project. Continuous clearances generally speed up project due to grounding time. This is a big safety issue. Foundations, assembly, some pole erection Work we cannot do: Set poles in line, wire pulling, repair airswitch Cities will have sporting or other events that prevent weekend work. Execution Phase Pre-construction meetings On-site Field Construction Coordinator Material availability monitoring Phasing diagrams Night work Manpower amplification Weather conditions (helicopters / bulldozers, skids, mats) Pre-construction meetings identify sensitive issues that could result in delay of project construction FCC coordinates day to day activities Material can be a huge issue if not actively monitored Proper phasing prevents end of construction issues and delays Night work can sometimes be used to improve project delivery Manpower amplification: Can extra manpower be used efficiently to speed up project?
