Background: The Merger of Three Debates PRS Review: How to strengthen PRSP-implementation, make it sustainable, balance internal and external accountabilities PFM Reforms: How to improve PFM-system performance, especially in the context of program-based and budget support, new diagnostic tools and reform approaches Public Sector Reform: How to build results-orientation in the public sector, enhance quality and efficiency of service delivery, link management to the budget

2 Key Questions What challenges have arisen in countries where efforts have been made to integrate the PRS with the budget? What are the lessons of this experience and the potential entry points for actions to strengthen these links?

Central Role of Accountability A concept that needs unpacking: Within the executive: staff and manager, administration and minister, minister and cabinet Of the executive: towards legislature & audit institutions, towards civil society, towards citizens Between government and donors

Looking at Very Diverse Country Cases: Chile Strong and capable bureaucracy Advanced system of management control and results-orientation Strong link between budget, policy and administration Reforms started very simple and took 10 yrs+ Very top-down, ownership quite narrow at the outset Malawi Weak and informal public sector High degree of institutional fragmentation Ownership of PRSP very narrow Technical reforms have a history of failure Gov‘t improved fiscal discipline & budget credibility  first step towards better accountability? How to bridge the gap?
