Supporting Pennsylvanians Through Housing STRATEGY NO. 1: EXPAND ACCESS AND CREATE NEW, AFFORDABLE, INTEGRATED, AND SUPPORTIVE HOUSING OPPORTUNITIES. GOAL NO. 1: Partner with the Pennsylvania Housing Finance Agency (PHFA) to implement the US Department of Housing and Urban Development (HUD) Section 811 Project Rental Assistance for individuals who are low-income with disabilities, age 18 to 61. 9/16/2018
