Public Law 93-638 Cadastral Survey Contracting Process (Overview) Process for setting up a 93-638 agreement with Cadastral Survey Authorizing Resolution Prepare Initial Contract Proposal Obtain a DUNS number and register in SAM and ASAP Surveyor Preforms the field survey Surveyor produces final plats

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 1: Pick a survey firm The corporation solicits and/or selects a surveyor to perform and advise them on the survey work proposed. Must be Alaska Registered Surveyor

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 2: Submit a letter of intent The corporation submits to BLM a letter of intent stating their choice of survey preference and, when selecting the Public Law 93-638 contracting process, identifying the surveyor that will perform the work.

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 3: Authorizing Resolution The corporation prepares an authorizing resolution. If the project involves lands from multiple corporations, all other appropriate corporate entities must also submit to BLM a corporate resolution stating their intent of survey preference.

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Steps 4 - 6: BLM BLM prepares Special Instructions/Plan of Survey , supporting materials and Statement of Work BLM transmits materials to the corporation BLM prepares an independent Government Cost Estimate

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 7: Submit initial contract proposal The corporation prepares, and submits to BLM, an Initial Contract Proposal (as required in sec. 900.8), a technical proposal and a cost proposal. Registration with Systen for Award Management (SAM) and Automated Standard Application Payments (ASAP) is also required. Information on the SAM registration process is in their website, found at https://www.sam.gov/portal/public/SAM/##11. Information regarding ASAP enrollment can be found at http://fms.treas.gov/asap/pr_handbook_enrollment.html During this process, BLM is available to answer any questions and provide necessary technical assistance. ASAP and SAM registering must match exactly down to abbreviation and capatilizations

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 8: BLM reviews technical proposal BLM reviews technical proposal for technical merit to assure a “Reasonable Chance of Success” FORM TEPC and review for technical issues Review separately for cost

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 9: Negotiates terms of contract The corporation with assistance from their surveyor, negotiates terms of contract with BLM including overall cost, performance/payment schedules, and unit prices.

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 10 and 11: BLM contract awarded BLM compiles all the necessary documents for the contract, including the Authorized Funding Document (Purchase Request) and the contract is awarded. BLM conducts Pre-Work Conference and issues Notice to Proceed.

Public Law 93-638 Cadastral Survey Contracting Process (Overview) Step 12: Field Work/Records Prep The surveyor performs the field work and platting in accordance with the established contract schedule.

Public Law 93-638 Cadastral Survey Contracting Process (Overview) BLM provides technical quidance throughout the process and monitors the contract by conducting onsite quality/quantity reviews during the fieldwork phase and technical/procedural reviews during the records preparation phase. PI in field PI in office during review of field work and platting

Common Problems SAM and ASAP Registration entered information must match exactly, down to Capitalizations. Password reset every 45 days. Change in tribal/corporation financial person, see above lost passwords, password reset every 45 days. Must registered for ASAP with the BLM National Operation Center, even if you are already registered in ASAP with a different government agency. This is account specific with each agency so you must register with the BLM
