SE Asia Study Tour- Ethiopia Report

Ethiopia – Main Ideas Education should be linked to the demands of the labor force and requirements for realizing the social and economic long-term goals of the country. Curricula should be continuously revised in anticipation of the changing social and economic needs of society. Vision of and mission for the education system /institution needs to be issued by leaders, and adopted and employed by all stakeholders.

Ethiopia Main Ideas Standards of quality for teaching, learning and management must be created, adopted and enforced with appropriate accountability measures. Expansion of the system should be sequential and holistic, with appropriate attention to standards of quality, and principles of equity.

Ethiopia Main Ideas Importance of on-going self-assessment through international and internal comparison against progress of other countries and self-standards.

Ethiopia- Action Plan Develop an ICT Education Master Plan that will provide strategic directives for developing appropriate programs that will support more effective instruction. (by end of 2006) Donor assistance requested for TA Design a School Improvement Program that will develop and integrate elements of quality standards for teaching-learning and management, and a performance accountability program that is linked to a revised system of career development and incentives. (by June 2007) Donor assistance requested for TA

Ethiopia – Action Plan Conduct a comprehensive review of the structure, content and delivery of secondary education in response to rapid expansion of the primary cycle and changing labor force demands. (March 2007 for the ARM) Donor assistance requested to be coordinated by WB Conduct a review of labor force demand and identify implications for the education sector, in particular for post-primary education. Develop an on-going system for monitoring labor force needs. (July 2007) World Bank providing TA and leadership.

Ethiopia- Action Plan Design a national plan and implement mechanisms for strengthening system monitoring and for evaluating attainment of quality standards in management, instruction and learning achievement. (Sept. 2007) Donor assistance requested for TA. Develop a national guideline for the production and distribution of textbooks that are affordable and effective. (Dec. 2006) Donor TA is in process.
