The White paper The main headlines are:   Every school to become an academy by 2022 New academies to be encouraged to be part of Multi Academy Trust (MAT) A new national fair funding formula by 2019 (consultation currently underway) Responsibility for School improvement to move to Teaching Schools Responsibility for intervening in underperforming schools to move to the Office of the Regional Schools Commissioner (RSC) Education Support Grant to be significantly reduced by (£2 million plus in Luton) Schools Block element of Dedicated Schools Grant to be allocated directly to schools (previously this has been done locally through the Schools Forum)

The Political Landscape 5,000- 10,000 schools to become Academies in the next 4 years Local Authorities will not be able to sustain their existing support structures Coasting schools, schools judged as RI or below will be forced to convert with Multi-Academy Trusts Stand alone Academies will not be economically viable

Multi Academy Trust Implications The Trust delegates the day to day running of the school to the Governors No longer maintained by Luton LA The funding agreement is bound by law in terms of SEN, disability, exclusions and admissions Greater curriculum freedoms are possible

Multi Academy Trust Implications The MAT will hold ownership of the school and assets on a 125 year lease. The MAT will employ all staff Terms of conditions for staff stay the same through TUPE

Share best practice, school improvement Make savings when 5 schools or more involved Creates capacity and sustainability Shared staffing helps greatly and gives flexibility Gives greater freedom to outstanding schools Gives a little more financial autonomy Governors lose some autonomy Don't try and mix schools that have a totally different culture Don't base choice on personalities

PHS Options Carry on as a LA school until decision to convert is compulsory Decide to convert and seek a suitable Multi Academy Trust (MAT)

Partnership preferences Aligned philosophy and values Retain our community ethos Retain independence and flexibility to run our school No forced change to school day, uniform, policies etc. A team that can support staff and student development
