Massachusetts Military Asset and Security Strategy Task Force October 21, 2016

TF Mission To protect and strengthen our bases and the jobs and economic impacts associated with them in alignment with the expected assessment criteria to be used by the next Base Realignment and Closure Commission (BRAC).   To collaborate with base leaders and their community partners to support the people, infrastructure, and mission needs.  The Task Force has a comprehensive approach and serves as the facilitator for collaboration amongst all levels of government, industry, and academia to foster the development of solutions to challenges, large and small, experienced by our military.  To promote the work of the Commonwealth’s military installations (and regional defense sector) to Defense Department senior leadership.

Hanscom AFB: $6.1B 16,229jobs Mission: USAF high tech acquisition command MassTF Objectives: Lower operating costs: Build a co-generation plant Protect Core / Large Missions: JSTARS recap. Leverage MA innovation ecosystem: Make HCIC a national model. Continue to fund Workforce Training Program – it is a national model. It’s working! New Gate Land Exchange. Close to completion Stay visible/engage Air Force leadership. Anticipate/protect MIT LL recapitalization funding in the FY2017 funding. Discover and secure new missions: e.g. NC3 PEO, Cyber, DIUX-type innovation mission.

Natick Soldier Systems Center: $5.6B 14,569 jobs Mission: Army technology enabler for soldier systems, clothing, food, anything worn on a soldier. MassTF Objectives: Support, organize, and lead Commonwealth’s effort to build the S2PRINT Sustain HEROES workforce training program. Support efforts to authorize a land-for-housing exchange to replace old Army housing.

Westover Air Force Reserve Base: $324M 3,990 jobs Mission: Hosts 439th Airlift Mission and a number of Reserve commands. MassTF Objectives: Secure 24 Hour aircraft operations. Protect C-5M mission. Secure an active-associate wing. Expand private sector activity. Secure a follow-on /additional flying mission.

Barnes Air National Guard Base: $198M 1,648 jobs Mission: Hosts the 104th Fighter Wing and Army rotary wing assets. MassTF Objectives: Support critical infrastructure upgrades to Main Gate and Visitor Center. Advocate for early adoption of follow-on aircraft (2022-2023). Protect (Congressionally) F-15C modernization initiatives.

Joint Base Cape Cod: $406M 3,690 jobs Encourage United States Coast Guard growth and consolidation at JBCC. Secure MA National Guard Cyber Mission Encourage Unmanned Aerial Systems growth.
