Accessibility Policy Accommodations, or supports, are changes to materials or procedures that enable students to access learning and testing. While some accommodations may be appropriate for instructional use, they may not be appropriate or allowable on a statewide assessment. These policies are divided into 3 main categories: Accessibility Features, Designated Supports (local approval), Designated Supports Requiring TEA Approval.

Accessibility Features Signing test administration directions for a student who is deaf or hard of hearing. Translating test administration directions into the native language of an English language learner. Allowing a student to use a bilingual dictionary (word-to-word translations; no definitions or examples) on mathematics, science, and social studies assessments. Allowing a student to read the test aloud to facilitate comprehension (includes use of PVC pipe or recording device). Reading aloud or signing the expository or persuasive writing prompt to any student who requests this assistance.

Accessibility Features Providing reading assistance on the grade 3 mathematics test for any student: The test administrator may read a word, phrase, or sentence in a test question or answer choice to any grade 3 student but only when asked to do so by the individual student. If a student needs the entire test read aloud, the eligibility criteria for an oral administration must be met. Making the following assistive tools available: scratch paper (or any medium that can be erased or destroyed), color overlays and the color settings for online tests, blank place markers and the guideline tool for online tests, magnifying devices and the zoom feature for online tests, highlighters, colored pencils, or crayons.

Accessibility Features Giving permission for a student to use tools to minimize distractions or to help maintain focus (e.g., stress ball, noise-reducing headphones, or instrumental music [no lyrics] played through an individual student’s headphones or ear buds). Allowing individual and small-group administrations Reminding students to stay on task

Student Scenario Aklilu is 6th grade student, he has been dismissed from ESL and is in his second year of monitoring.  He has struggled with math since he started school. He regularly uses a bilingual dictionary in all of his classes to help him with subject specific words.  Can Aklilu use a bilingual dictionary while taking his STAAR Reading assessment? Can Aklilu use a bilingual dictionary while taking his STAAR Math assessment?

Designated Supports It is important that we are using the policy documents when making decisions. Short cut sheets are handy for learning but they don’t give you all of the required information. Read the Special Considerations Sections. Highlight anything you didn’t already know about this support. Discuss this section. What does this look like in the classroom? If a student is typing his/her essay, is a paper test the best mode for the student?

Which strategies align to one of the content supports? What is the single difference between what you listed and the Content Supports? The mode of delivery.

Individualized Structured Reminders Read the Examples/Types? Do any of these surprise you? Can you think of other examples of “individualized” reminders? Do you have students that use ISRs everyday during instruction? Would this be help or hinder the student on the STAAR test?

Designated Supports TEA Approved

Designated Supports An Accommodation Request Form (ARF) must be submitted. Complex Transcribing Extra Day Math Scribe Photocopying Test Materials (very rare) Other (very rare)

Complex Transcribing This accommodation, or designated support, allows a test administrator to record onto an answer document or in the Texas Assessment Management System for online tests a student’s dictated or signed responses to the writing prompts when a student with a disability is unable to accomplish this task independently.

Extra Day This accommodation, or designated support, allows a student with a disability an extra day to complete a state assessment. The campus may need an alternate testing schedule for the student. Receiving an extra day to complete the test is an accommodation intended for an extremely small group of students with disabilities who have a TEA-approved Accommodation Request Form.

Math Scribe This accommodation, or designated support, allows a test administrator to record a student’s dictated mathematics scratch work and computations when a disabling condition prevents the student from accomplishing this task independently. The test administrator may write the student’s dictated scratch work and computations onto scratch paper, a chalkboard, white board, or the space in the student’s test booklet. This includes instances when a student uses a calculation aid as an allowable accommodation or a required part of the test administration procedures.

Photocopying Test Materials This accommodation, or designated support, allows for test materials to be photocopied for a student whose disability prevents him or her from effectively using test materials provided by the state. This accommodation may include only enlarging the printed test materials to a size larger than the state-supplied, large-print test materials photocopying the double-sided test materials into single-sided sheets
