Preparedness & Response (P&R) Project P&R works with national governments to establish and strengthen systems, policies, and practices for prevention, detection, response and control of emerging disease threats, especially zoonotic diseases. The P&R project is part of the USAID-funded EPT-2 suite of One Health projects, aligned with supplemental funding from GHSA. P&R works in 16 countries to establish and strengthen multisectoral collaboration in the prevention, detection and response to emerging disease threats. P&R is also part of a larger suite of projects under USAID’s Emerging Pandemic Threats-2, or EPT-2.

Our work is organized around 2 objectives: P&R Objectives Our work is organized around 2 objectives: Support formation and/or strengthening of ‘One Health’ platforms (NOHPs) Initiate and support the development, testing, and implementation of National Preparedness and Response Plans (NPRPs)

How we Define One Health One Health is the collaborative efforts of multiple disciplines working locally, nationally, and globally to attain optimal health for people, animals, plants and our environment. P&R uses a definition of One Health derived from the OIE/WHO Tripartite concept note, which you can see is multi-sectoral and works at multiple levels of government.

Influences: Culture, Economics, Politics and policy, Behavior A One Health Approach Animals Environment Humans Problems Created: Emergence of zoonotic diseases Food insecurity Inequality Poverty Determining Factors: Climate change Globalization Migration Land Use Determining factors of what? Problems created by what? The increased proximity and interaction of wildlife, domestic animals and humans within various ecosystems. (What I would say.) This is a translation of a slide Shana used in one her West Africa presentations on One Health that you recommended I look at for this presentation. Influences: Culture, Economics, Politics and policy, Behavior

A National One Health Platform is a structure that: leads the coordination and collaboration of a broad range of stakeholders to achieve (adopt, institutionalize) a One Health approach in preventing, detecting and responding to disease threats. This is how we define a National One Health Platform. (Do not read text aloud verbatim.)

Key Issues from One Health Interministerial Retreat Action Areas Coordination Epi -Surveillance Laboratory Human Resources Preparedness and Response Anti-Microbial Resistance

1. COORDINATION Framework is well-defined Mapping of partners – to include others Institutions to see the big picture to operationalize One Health framework in Liberia Plan and coordinate multi-sector One Health activities by promoting institutional development to include coordination Evaluate responses and make recommendations in managing future public event and operations

2. EPI -SURVEILLANCE Entire framework is very well-defined Coordination, information sharing and communication Establish defined roles for all partners Active surveillance at all levels Capacity building Community focus groups discussions on One Health

3. LABORATORY Identification of Technical Committee from various Ministries and Agencies Coordination, collaboration and cooperation from national to local needed to operationalize One Health Framework Effective Human capacity Logistics: effective supply chain

4. Human Resources Financial commitment Political will Harmonized policy and guidelines Private sector engagement Number of trained personnel

5. Preparedness and Response Organogram for the One Health framework is very clear Functions of the Framework state Pre-event, During event and Post event Stakeholder selection acceptable except for omission of world Bank Critical issues to operationalize One Health; Communication, Coordination, Commitment, Resource mobilization and Requisite manpower

6. Anti-Microbial Resistance Different pillars are well defined. Needs to include Food Security as another pillar. More clarity to the structure of the national level Operationalizing One Health Framework would require; Human Resources Capacity building Communication and Information sharing Political commitment across 3 branches of government Governmental ownerships

Way Forward Information Sharing Capacity Building Political Commitment Equal Partners .

Liberia’s One Health Platform Launch

Next Steps: P&R Planned Activities Planning for Performance (P4P) assessment, action plan Strategic plan development for One Health Platform Training for One Health Secretariat Preparedness and Response planning: review, testing, and validation

Challenges to Forging One Health Alliances Institutional – Clustering of sectoral expertise in different organizational units Strategic – Each unit has distinct mandates and responsibilities Operational – Funding and human resource streams are sector specific Policy – There are few examples of policy frameworks that encourage/enable cross-sectoral collaboration Technical – Emphasis is on professional specialties as opposed to a broader understanding and vision of OH
