CEOS Carbon Strategy – WGClimate Actions Stephen Plummer ESA

WGClimate points discussed at CEOS SIT-31 WGClimate leads on 5 Actions (24, 27, 28, 30, 37) and contributes to 15 (2, 5, 8, 9, 21, 22, 25, 26, 32, 36, 38, 39, 40, 41, 42) Action Items 24, 27, 30: For consistent ECV Carbon products take advantage of Inventory output to produce subset of ECV Products contributing to Carbon Strategy (see next 3 slides for notes) Create list of research priorities for Agencies funding programmes (no coordinated action currently but see 4 and GEO Flagship) Action Item 24, 37: Synergies with WDAC and CEOS Agencies on data-model inter-comparison/integration Cross WG-VC longer-term global constellation strategy (see moves on CO2 observation constellation by EC and CEOS ACC-VC)

WGClimate Action to be addressed via ECV Inventory Carbon-Action 24 Carbon-Action Type Product Action Description The CEOS Carbon Subgroup (recommended in Carbon-Action-38) will work to encourage the production and availability of high-quality, consistent long time series data products based on multiple sensors and missions for carbon and climate science and for model-data and data-data intercomparison exercises. Contributing Entities: WGCV, AC-VC, LSI-VC, OCR-VC Notes: Use ECV Inventory (http://climatemonitoring.info/) to identify subset of ECV Products contributing to Carbon Strategy. Contributions to Inventory v2 open until 30 Sept 2016. Identify Carbon product requirements and whether these are fully compatible with ECV requirements expressed by GCOS Identify current time series lengths (and whether these can be joined where this is not the case) Work with other CEOS entities to identify quality and consistency (Maturity matrices and Validation protocols) Identify key model-data and data-data intercomparison exercises for carbon (in existence, planned, future and how satellite data contributes currently and how it could be done better e.g. RECCAP, RECCAP-2, C4MIP and onwards)

WGClimate Action to be addressed via ECV Inventory Carbon-Action 27 Carbon-Action Type Product Action Description CEOS Agencies will make publicly available all information necessary to document the accuracy, clarity, and traceability of the satellite data and data products they produce. Contributing Entities: WGCV, VCs Notes: Use ECV Inventory to identify subset of ECV Products contributing to Carbon Strategy Identify carbon products contributed by different agencies Address accuracy, clarity, traceability issues for each product (sub-task for ECV Inventory and Maturity Matrix teams) Work with other CEOS entities to assess above

WGClimate Action to be addressed via ECV Inventory Carbon-Action 30 Carbon-Action Type Product Action Description CEOS Agencies will ensure the long-term accessibility of satellite data and data products for carbon cycle science and policy. This must include arrangement for secure archives, documentation, and metadata as well as for provisions for easy discovery and access by the carbon science and policy communities. Contributing Entities: WGISS Notes: Use ECV Inventory to identify subset of ECV Products contributing to Carbon Strategy Identify carbon products contributed by different agencies Document status of archive security, status of documentation and metadata provision Communicate with carbon science and policy communities to examine whether products are appropriate for use (policy first by proxy with science community through individual contacts e.g. GCP) Work with other CEOS entities to assess above

WGClimate Lead Carbon-Action 28 Carbon-Action Type Product Action Description CEOS Agencies will coordinate their efforts to develop compatible (e.g., temporal and spatial resolution, grids, data formats, common auxiliary data, units) carbon data products from multiple missions, in consultation with relevant CEOS WGs and VCs. Contributing Entities: OCR-VC, AC-VC, LSI-VC, WGCV Notes Relates to Carbon Actions 24, 27, 30 on quality, documentation, clarity Need to examine how carbon data requirements match to ECVs Need to engage with carbon science community to understand resolution and format needs e.g. supply of up-to-date data products

WGClimate Lead Carbon-Action 37 Carbon-Action Type Interactions / Linkages / Communications Action Description The CEOS Carbon Subgroup (recommended in Carbon-Action-38) will serve as a point-of-contact for appropriate satellite products for major model-data intercomparison exercises related to the carbon cycle. Contributing Entities: WGClimate chair membership on WDAC Notes Relates to Carbon Action 24 and need to identify model-data and data-data intercomparison exercises for carbon. Need to work through WDAC for this process but also by direct contact with model and data intercomparison leads.

Wider CEOS Activities 3rd Carbon from Space Workshop (26-28th January 2016, Exeter) >80 experts, to review and discuss the existing scientific knowledge gaps and research priorities areas for the carbon cycle. Objectives: Implementation of recommendations of the CEOS Strategy for Carbon Observations from Space. The development of the GEO Flagship on Carbon and Greenhouse Gas and the other coordination projects related to carbon cycle (e.g., IG3IS, the North American Carbon Programme). The review and refocusing of the Global Carbon Project on its move from ESSP and IGBP to Future Earth. GEO Flagship/Initiative on the Carbon Cycle ‘To provide decision makers with data, information and products needed to address climate policies and tackle global change.’ CEOS is key contributor through Carbon Strategy. CEOS Representative on Executive Committee: Stephen Plummer. Others involved: CMCC, GCP, ICOS, WMO/IG3IS, NEON, US Carbon Cycle Science Program, Active research centres in the GEO Carbon Task
